lenoxkd@nswc.navy.mil. Program Objectives: The Naval Surface Warfare
Center, Dahlgren Division (NSWCDD) is interested in responses from DOD
agencies and DOD contractors for the Concentric Canister Launcher
(CCL) Technology Program and its associated initiatives. CCL is an
Office of Naval Research (ONR) Core Program to define and demonstrate
next generation launcher technologies for munition launching, including
self contained gas management and distributed electronic architectures.
The goals of the CCL program are to demonstrate technologies that
reduce launcher total life cycle costs by 66% and reduce launcher
manning requirements by 80%. Proposed solutions shall describe
innovative technologies and tools which provide reduced life cycle
costs, reduced manning, reduced maintenance, reduced size and weight,
and greater flexibility than existing systems while maintaining or
improving performance, reliability, and availability. Proposed
solutions must add value to the CCL advanced launcher technologies
initiatives by: identifying novel ablative and structural materials for
application to launcher canisters and support structure; providing
advanced modeling and simulation capabilities to expand prediction
capabilities for thermal effects and interior ballistics of
encanistered missile launch; considering innovative approaches to
launcher/platform interface and launcher support structures;
investigating non-conventional canister geometries for gas management
and packaging improvements; investigating mission critical networks and
the characteristics associated with them for interface from WCS to
weapon; considering innovative approaches to providing power to
launcher and weapon while maintaining growth potential for new weapon
types, and pursuing other appropriate technologies. Proposals of
particular interest will also include implementation plans for
integrating these technologies into existing or emerging launcher
systems. Within the above context, proposals are sought that address
the following areas: (1) technologies applicable to development of
canisters capable of surviving a restrained firing of any current or
future Navy missile (including but not limited to SM-3, LASM, and
TACMS); (2) development of electronics to interface with existing
weapon control systems (WCS) and weapons; and (3) novel and innovative
concepts for ship interface/ship integration. Platforms of interest
include future combatants (i.e. DD-21, CVN(X), etc.) submarines, and
joint service opportunities. Proposals are not limited to just these
areas, but these areas of concentration are considered to be most
important. White Paper Submission: Offerors shall submit white papers
summarizing each proposed concept, including a rough order of cost
magnitude and schedule to perform the proposed work, to obtain an
indication of potential NSWCDD interest. All proprietary portions of
the white paper shall be clearly identified and will be treated in the
strictest confidence. White paper shall be submitted in an original
and four copies to Naval Surface Warfare Center,Dahlgren Division,
Attn: Karen D. Lenox, Code SD11D, 17320 Dahlgren Road, Dahlgren, VA
22448-5100. White papers shall be no longer than five (5) pages in
length and shall identify the following: 1. BAA Number
N00178-99-Q-1001; 2. Technical Area; 3. Organization Name; 4. Other
Team Members and Type of Business for Each; 5. Technical Points of
Contact (including phone, fax, and e-mail information); 6.
Administrative Point of Contact; 7. Overview of the Proposed Work
including Innovative Claims for the Proposed Technologies, Technical
Approach and Program Plan, Demonstration Plan for Testing of the
Technology, Deliverables Associated with the Effort, Cost, Schedule,
and Milestones, Organizational Experience/Information. Each white paper
shall clearly show how the proposed effort relates to the objectives of
this BAA, will increase scientific knowledge, advance the state of the
art, and determine and exploit the potential scientific discoveries or
improvements in technology, materials, processes, methods, devices, or
techniques. Offerors shall provide significant evidence demonstrating
corporate experience and personnel resources to support these efforts.
Offerors interested in multiple subject areas shall submit a separate
white paper for each area; white papers that cover more than one area
will not be considered. This BAA covers FY99 and FY00. White papers may
address tasking for FY99 only, tasking for FY99 with an option for
continuation of work into FY00, or tasking for FY00 only. For white
papers that propose FY99 and FY00 tasking, evaluation of the FY99 and
FY00 tasking will be considered separately and funds allocated
accordingly. Endorsement of FY99 tasking does not ensure acceptance of
FY00 options. White papers that include FY99 tasking shall be
submitted no later than 3 January 1999. White papers detailing FY00
work only shall be submitted no later than 30 March 1999. Funding for
any approved FY00 tasks will be allocated from FY00 funds, pending fund
availability. Proposals received outside the designated time frames set
forth herein shall be considered only to the extent that funding
remains available beyond the initial selection. Awards are contingent
upon funding availability for FY99, with total FY99 funding allocations
not to exceed $3M. NSWCDD anticipates 2 or more awards, with no single
award to exceed $1.5M. Not all proposals deemed selectable will be
funded. Cost sharing is not required; however, demonstrated commitment
to the program through cost sharing is encouraged. The Government
reserves the right to award on all, some, or none of the proposals
received and to fund all or part of the efforts presented in a
proposal. Multiple awards are possible. Offerors shall identify
proposed contract type in their white paper submission. Proposal
Evaluation: White papers will be reviewed and formal technical and cost
proposals may be requested from sources whose approaches have been
selected for further consideration. An invitation to submit a proposal
does not assure subsequent contract award. FormalCost and Technical
Proposals will be required approximately four (4) weeks after
notification that NSWCDD has decided to pursue the offeror's approach
as identified in their white paper submission. Proposals will be
evaluated using the following criteria: (A) Scientific and Technical
Merit; (B) Potential Contribution and Significance to the Goals and
Objectives of the Concentric Canister Launcher Technology Program and
its associated initiatives; (C) Offeror's capabilities, related
experience, facilities, techniques, or unique combinations thereof that
are integral factors for achieving the desired program goals; (D)
Qualifications, capabilities, and experience of the proposed principal
personnel who are key to program success; (E) Relevance to Navy
procurement plans/strategy for new ship construction, fleet
modernization, or joint services programs; and (F) Potential corporate
