brown.kelley@epa.gov. The Environmental Protection Agency (EPA) has a
technical support requirement for (1) human health, welfare,
ecological, and environmental impact assessment, (2) comparative and
synthesizing analyses of energy production, use, conservation, and
distribution; including liquid, solid, and gaseous fuels; and renewable
energy, (3) economic and financial analysis of pollution control
programs and policies, (4) engineering and cost assessment of pollution
control equipment and production processes, (5) programmatic and policy
analytical support related to implementation of air and radiation
control programs, and (6) analytical, program management, and
communications support related to development, evaluation,
implementation of air and radiation protection programs and policies.
The Government reserves the right to award multiple cost-plus-fixed fee
level of effort type contracts each with a Base Period of 12 months and
three (3), twelve (12) month Option Periods under this solicitation.
EPA anticipates awarding two (2) full and open competition (FAOC)
contracts and one (1) small business contract as a result of this
single solicitation. An offeror may only receive one (1) award as a
result of this solicitation. Each of the FAOC contracts will have a
Base Period and three (3) Option Periods consisting of a basic
requirement of 10,139 labor hours with 5,000 optional quantity labor
hours each. The small business contract will have a Base Period and
three (3) Option Periods consisting of a basic requirement of 2,570
labor hours with 1,000 optional quantity labor hours. The total labor
hours for all three (3) contracts is 135,392. A DRAFT copy of the
statement of work and the Conflict of Interest (COI) related DRAFT
clauses, provisions, and representations and certifications are posted
on the Internet for information purposes at:
http://www.epa.gov/oam/rtp_cmd. SIC No. 8748 applies and the size
standard is $5M in average annual receipts over the last three years.
This requirement is a follow-on to contract numbers 68D40102 with
Industrial Economics, Inc. (IEc) and 68D40103 with ICF, Inc. which will
expire on June 30, 1999. It is estimated that the RFP will be issued
approximately December 7, 1998. A pre-proposal conference is expected
to be held within approximately a week of issuance of the solicitation
in Washington, D.C. Please note that information regarding the
specific date, time, and location of the pre-proposal conference will
be posted at http://www.epa.gov/oam/rtp_cmd in the next week and will
additionally be included in the solicitation. Proposals will be due
thirty (30) days after the RFP issuance date. The solicitation and
amendments will be available via the Internet at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. Firms who do not have the capability to obtain
thesolicitation from Internet, may submit a written request for a
diskette with the solicitation in WordPerfect 6.1 format from the
contact point at the address above; however, only those firms who do
NOT have the capability to obtain the solicitation from the Internet
should request diskettes. Diskettes will not be sent to those firms who
have Internet access. If you request a diskette of the solicitation,
you will receive amendments by mail, unless you notify us otherwise.
Telephone and fax requests will not be honored. Only one copy shall be
sent to a corporate entity, regardless of the number of requests from
one or more different geographic locations. A copy of the preliminary
source list will be posted along with the solicitation. All
responsible sources may submit a proposal which shall be considered by
