B -- PROVIDE FACILITATIVE AND CONSULTATIVE SERVICES SOL TIRNO-99-Q00029 DUE 120498 POC Marvin Taylor, 202-283-1356 The Internal Revenue Service(IRS)intends to issue a purchase order on a sole source basis to Humanistic Manangement Systems, Cincinnati OH, to provide facilitative and consultative services during transitioning of the Survey Feedback Action(SFA)effort to the employee satisfaction portion of he new balanced measures methodology for gauging IRS organizational effectiveness. The following will be required: Collaborate with primary survey vendor to develop executive level strategies to ensure the effective implementation of the new Employee Satisfaction processes; Provide on-going consultation and advise to SFA Project Manager and Team Members as needed; Develop materials and assist in the Pilot testing of the new Employee Satisfaction Census Survey; Develop and utilize appropriate Project Management tools to effectively monitor progress and set/revise priorities; Develop new process step(s) for implementing the Employee Satisfaction(formerly SFA)process and document procedures. Collaborate with primary vendoe to coach executives in the use of the new Employee Satisfaction processes; Provide a summary report detailing the transition from the SFA process to the Employee Satisfaction process. This report will be provided to the National Partnership Council(NPC). The contractor will be given a three day notice by the IRS SFAT Team when services are required. Once awarded, the period of performance will be from date of award through 30 September 1999. This acquisition is set-aside for small business concerns. The Standard Industrial Classification is 8742, size standard is $5.0 mil.
