Indefinite-Delivery Indefinite Quantity contract for investigative,
design and construction surveillance (Type A, B and C Services)
architect/engineering services. Services may be required for projects
at Air National Guard Bases and Army National Guard Bases throughout
the United States (i.e. Nationwide), Virgin Islands and Puerto Rico.
Selection will be made for a minimum of three firms and subsequent task
orders will be awarded to the firm selected most qualified for the work
order. The A/E's will receive a minimum guaranteed fee of $5,000.
Services will be ordered for a period of one year after contract award
with four (4) additional one-year options. Total fees paid under the
resultant contract will not exceed $10,000,000 for first year and
$10,000,000 for each additional option year. Individual task work
orders may not exceed $1,000,000. Projects will primarily comprise of
vertical building construction associated with National Guard
installations, such as, but not limited to, aircraft hangars for large
and small aircraft, aircraft maintenance shops, vehicle maintenance
shops, support equipment maintenance shops, administrative offices,
base supply facilities, base engineering facilities, dormitory
buildings, fire stations, security police facilities, munitions
maintenance facilities, communications and electronic training
facilities, dining halls, and medical training facilities. The purpose
of this procurement is to provide the National Guard agency with a
cadre of A-E firms with a task order funding limit that exceeds the
funding limit of IDIQ A-E contracts of local installations and/or who
have the ability to execute and expedite task order work in a more
timely manner then that of the local installations. Work may include,
but not limited to, a) the preparation of plans, specifications,
calculations, and cost estimates, b) development of cost management,
quality control and quality assurance plans, c) construction
surveillance inspections, d) development of design standards, e)
preparations for national design submissions, and f) making technical,
economic, planning and environmental studies, analyses, surveys,
investigations and reports and other studies. Designs will be developed
in accordance with current ANG criteria and ARNG criteria where
appropriate. All plans shall be developed in R14 AutoCAD system format
with CIS layering and line weight standards or Army Corp of Engineer
standards. Virtual reality preparations may be included. Plans to be
delivered to user on typical vellums and electronically copied to CD
using .DWG and .DFX drawings format without compression. Evaluation and
selection of firms will be based on the following selection criteria:
(1) Professional Qualifications necessary for satisfactory performance
of required services, (2) Specialized experience and technical
competence in the type of work required, including, where appropriate,
experience in energy conservation, pollution prevention, waste
reduction, and the use of recovered materials, (3) Capacity to
accomplish the work in the required time, (4) Past performance on
contracts with government agencies and private industry in terms of
cost control, quality of work and compliance with performance
schedules, (5) Location in the general geographical area of the project
and knowledge of the locality of the project; provided that application
of this criterion leaves an appropriate number of qualified firms given
the nature and size of the project, (6) Volume of work awarded by DOD
during the past twelve months. A/E firms which meet required
description in this announcement are invited to submit and be received
by this office, within thirty (30) calendar days of this announcement,
both a completed SF 254, U.S. Government Architect-Engineer
Questionnaire and a SF 255, Architect-Engineer and Related Services
Questionnaire for this specific project. This is not a Request for
