C -- A/E BYPASS SWITCHES ON AUTOMATIC TRANSFER SWITCHES SOL RFP548-04-99 DUE 121898 POC Suzanne Byrne 561-882-6508 or Donna Nelson 561-8826510 This procurement is being issued under the SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM, Public Law 100-656. Architectural/Engineering Services to provide all required staff, equipment, materials, and supervision for design of Project #548-99-103, Bypass Switches on ATS, at the VA Medical Center, West Palm Beach, Florida. Scope of work includes: working drawings, specifications, estimates and construction period service. The project will consist of designing a system that will install by-pass switches on twelve (12) Automatic Transfer Switches (ATS). The design will provide a method for Engineering personnel to service (de-energize and perform preventive maintenance) of the ATS(s). This will require Engineering Service to transfer power around the ATS (isolate ATS) without any disruption of power to the critical areas that are fed off that particular ATS. Ten (10) of the ATS's are located in the main electrical switch room (BE 148), and two are located in the Nursing Home Care Unit. All designsshall incorporate all electrical, mechanical, structural and architectural components necessary to provide for a complete structural and functional system. Designs shall be in accordance with all applicable requirements of National Fire Protection Association (NFPA), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), National Electric Code (NEC), American Society of Heating Refrigeration and Air Conditioning Engineers (ASHRAE), National Safety Code (NSC), VA Specifications, VA Standard Details, VA Construction Standards, and applicable local, state and federal regulations. Existing as-built drawings will be made available to the A/E; however, their accuracy shall be verified by the A/E as part of investigative services. Selection shall be made on the factors listed in Note 24. Consideration is limited to Emerging Small Business Concerns. The SIC Code for this service is 8712. The size standard for this classification is A/E firms who's average annual gross revenue for the last three fiscal years is not greater than 2.5 million. A firm fixed price contract will result from this acquisition. The estimated performance period of the resultant contract is one hundred and twenty (120) days.
