This is a formal Notice for Bidders of the intention of the TEXAS NATURAL RESOURCE CONSERVATION COMMISSION (TNRCC) to contract for the United Creosoting Superfund Site Phase C -- Remediation. In general terms, the scope of the project consists of remediation of the site of a former wood preserving facility by excavation, under controlled conditions, and offsite disposal of soil contaminated with listed hazardous wastes F032 and F034. The project also includes the excavation and onsite relocation of soil contaminated with the identified wastes but not requiring offsite disposal. The project includes demolition of certain existing facilities and complete restoration of the site. A more detailed summary of the work is provided in the Technical Specifications of the Contract Documents. Bids will be received until 3:00 p.m. central time on December 21, 1998, at the mail room of the TNRCC, Technical Park Center, 12100 Park 35 Circle, Building A, Room 122, Austin, Texas 78753. Bids will be publicly opened and read aloud thereafter in Building A, Room 123. Pursuant to Texas Government Code, Section 2155.074 and 2156.007, the project will be conditionally awarded to the bidder whose Bid offers the best value to the state, pending a determination that the such bidder meets all requirements for this project which are outlined in the Instructions for Bidders. This site is secure and generally not accessible. A pre-bid tour/conference will be held at the Site near the southwest corner of Hilbig and South First St., Conroe, Texas on December 8, 1998. The site tour will begin at 9:30 a.m. central time, and will be followed by a conference at 1:30 p.m. central time at the Holiday Inn, 1601 I-45 South, Conroe, Texas . Attendance at the pre-bid tour/conference is strongly encouraged for all prospective bidders as site conditions may affect the cost of performance. Any contract awarded under this contract is expected to be 90% funded by a Cooperative Agreement from the United States Environmental Protection Agency (EPA) and the remaining 10% matched by the State of Texas. Neither the United States nor any of its departments, agencies, or employees is a will be a party to the Invitation for Bids or any resulting contract. This procurement will be subject to regulations contained in 40 CFR Part 31, 32, 34 and 35.
