925/803-2780!! The Federal Bureau of Prisons, Federal Correctional
Institution (FCI), Dublin, CA has a requirement for Air Flight
Transfer/Air Ambulance Services for inmates housed at FCI Dublin, CA.
The place of performance will be from Livermore Airport, Livermore, CA,
Oakland Airport, Oakland, CA or San Franciso International Airport, San
Franciso, CA as indicated at time of transfer to locations within the
continental United States. The services will consist of an estimated
three to four transfers per quarter for one to four inmates per
transer. Each transfer will approximately be ten hours in duration. All
medical supplies that the contractor may routinely need will be
supplied by the Government. No food or beverages will be furnished, but
the Government will furnish all inmate meals. In cases of emergency,
all ordered air charterd services shall be ready for boarding at the
designated departure station within four hours of receipt of notice.
When the transfer is considered an "Air Ambulance" transfer, the
medical supplies and flight nurse will be provided by by the Contractor
as required by Federal, State, and Local laws and regulations governing
Air Ambulance that the Contractor is licensed under. The Contractor
must be available to schedule routes to pick up additional patients
during the transfer to specified facilities or on return flights. The
Government will determine whether turbo prop aircraft is appropriate
for the transfer. Turbojet aircraft will normally be specified. The
Contractor must furnish an aircraft of sufficient size to accommodate
the inmate patient(s), medical staff, and security escort staff, who
shall be designated at the time of each transfer. The Contractor must
be approved and licensed by the Federal Aviation Administration (FAA)
and shall be provide a crew consisting of a pilot and a co-pilot as
required by the FAA. The Contractor may be required to provide a Flight
Nurse, who must be licensed as a registered nurse in a state or
territory of the United States and must have a minimum of three years
experience as a registered nurse in a clinical or emergency setting. An
in-dept knowledge of nursing theory and practice are required to plan
and provide care to the patient(s) whose conditions are characterized
by extremely complex health care needs. ACLS certificaion is preferred.
The contract will be a firm fixed price requirements type contract. The
anticipated date of award is January 05,1999. The anticipated period of
performance is base year -- date of award through twelve months from
date of award, plus four one-year option periods. This requirement is
100% small business set aside. All responsible sources may submit an
offer which shall be considered by this agency. No collect calls will
