This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This solicitation
(F26600-99-Q0220) is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-05. The SIC for this
solicitation is 7519. This is being solicited unrestricted. The item
description is as follows: Non-Personal Service to provide all
personnel, equipment, tools, materials, supervision, and other items
necessary to provide, install, and maintain portable office trailers.
Offerors shall bid on the following items: CLIN 0001 three double wide
trailers 24 ft. X 60 ft. for five months, CLIN 0002 lease same three
24 ft. X 60 ft. double wide trailers for up to five additional months
on a month-to month basis, CLIN 0003 lease one 12 ft X 60 ft. single
wide office trailer for five months. Trailers will be delivered and
setup at Building 1114 Range Road Nellis AFB NLT 1 DEC 98. Government
personnel will direct positioning of trailers upon delivery to site.
Trailers will be configured as follows: the single wide trailer will be
configured with one (1) 12 ft. X 12 ft office at each end of building,
remainder to be open space. Two (2) doublewide trailers will be
configured with two (2) 12 ft. X 12 ft. offices at one end with the
rest as open space. One (1) double-wide trailer will be configured with
(1) 24 ft. X 12 ft. office at one end with the rest as open space.
Bathroom is not required in trailers. Sewer and water hookups are not
required. The contractor shall provide and install the following:1)
Steps and handrails at all entrances, 2) Keyed dead bolt locks on all
exterior doors and furnish keys 3) adequate heating and
air-conditioning 4) standard solid doors without any windows, 5)
blocks, and tie-downs. Contractor shall provide all maintenance and
respond to requests for maintenance within 24 hours (clock hours),
including weekends. Contractor will allow Government personnel to
install temporary Local Area Network (LAN) outlets. The Government will
be responsible for site preparation. The government will run power to
site. Contractor will be required to do connect power at site.
Government will connect and disconnect telephone and LAN outlets. When
service is completed the contractor will perform all preparatory work
and remove trailers. During performance, the contractor will observe
all local, state and federal laws. Drawings are attached. There will be
a site visit on 24 November 98. Offerors interested in attending site
visit should report to 99th Contracting Squadron, 5865 Swaab Blvd,
Nellis AFB @ 0900, 24 Nov 98. The provision at FAR 52.212-1,
Instruction to Offerors-Commercial, applies to this solicitation. The
clause at Far 52.212-2; Evaluation of Commercial items, applies to this
solicitation. Award will be made to the responsible, responsive offeror
whose offer will result in the best value to the Government, price and
past performance considered. The clause at 52.212-3 Offeror
Representations and Certifications-Commercial items, applies to this
solicitation. Offerors who fail to submit a completed Representations
and Certification may be considered non-responsive. The clause at FAR
52.212-4 Contract Terms and Conditions-Commercial items applies to this
solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders-Commercial items,
applies to this solicitation. Specifically, the following cited clauses
are applicable to this solicitation: Far 52.222-3 Convict Labor, Far
52.233-3 Protest After Award, FAR 52.222-37 Equal Opportunity, FAR
52.222-35 Affirmative Action for Disabled Veterans and Veterans of the
Vietnam Era, Far 52.222-36 Affirmative Action for Workers with
Disabilities, FAR 52.222-37 Employment Reports on Special Disabled
Veterans on the Vietnam Era. The following clause also apply to this
solicitation FAR 52.222-42 Statement of Equivalent Rates for Federal
Hires, DFARS 252.204-7004 Required Central Contract Registration, DFARS
252.232-7009 Payment by Electronic Funds Transfer. For solicitations
after 1 Jun 98 all contractors are required to be registered in the
Central Contractor Registration (CCR) database to receive a DOD award
or payment. Lack of registration in CCR will make an offeror ineligible
