and equipment necessary to install clear plastic glazing panels over
the deteriorated steel sash windows in the interior courtyard of
historic Castle Williams located at the U.S. Coast Guard facility on
Governors Island, NY. The approximate area of the panels shall be 4,000
square feet. This Request for Quotations is being issued pursuant to
the Small Business Competitiveness Demonstration Program and is open to
both large and small business participation and is estimated between
$25,000 and $100,000. The applicable SIC Code is 1793. A one-time site
visit is scheduled for 16 December 1998. Bid packages will be
available on or about 9 December 1998 at a non-refundable charge of
$15. Checks or money orders should be made payable to U.S. Coast Guard
and forwarded to Contracting Officer, USCG (CEU/PROV), Ft. Wadsworth
Office, 311 Battery Road, Staten Island, NY 10305. For minority, women
owned and disadvantaged business enterprises: the Department of
Transportation (OSDBU) has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short term working
capital and bonding assistance for transportation related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT bonding assistance program enables firms to apply for bid,
performance and payment bonds up to $1 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against losses.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
maximum line of credit is $500,000. For further information and
