The Naval Air Systems Command has a requirement to purchase upgrade kits and installation for modification of Block 82 and Block 89 EA-6B aircraft to the Block 89A configuration. The requirements include engineering and logistics effort to provide for modification, manufacturing and installation of the upgrade kits in addition to any interim spare and repair parts required. The upgrade will result in the incorporation of common avionics non-development items into the aircraft (ARC-210 radio, embedded global positioning system/inertial navigation system and the integration of an existing high speed integrated circuit card into the AYK-14 computer). The retrofit requirement is for: (1) approximately 12 upgrade kits to modify Block 82 aircraft to the Block 89A configuration; (2) approximately 8 kits for modifying Block 89 aircraft to the 89A configuration; (3) installation of approximately 3 Block 82-89A kits; and (4) installation of approximately 7-14 Block 89-89A kits. The Government intends to negotiate solely with Northrop Grumman Corporation (NGC), Bethpage, NY pursuant to Title 10 U.S.C. 2304(c)(1), only one responsible source. NGC is the sole designer, developer, and manufacturer of the EA-6B airframe, and as such is the only known source with the engineering expertise, source data, facilities and knowledge to provide the required effort.
