NASA/MSFC plans to issue a Request for Proposal(RFP)for manufacture,
delivery, and refurbishment of Fastrac flight engines, as well as the
related engineering support, necessary for 25 flights of the X-34
technology demonstrator vehicle. The Fastrac engine, designed by MSFC,
is a low-cost alternative engine which provides 60,000 pounds of
thrust and has a variety of potential launch system applications. NASA
envisions use of the engine for both the X-34 and commercial markets.
Consequently, a commercialization plan for the Fastrac engine will be
a required part of offerors' proposals. Companies interested in
licensing Fastrac technology, independent of this procurement, may
contact Sammy Nabors, NASA/MSFC Technology Transfer Office, at
telephone (256)-544-5226. The anticipated release date of the RFP is on
or about December 16, 1998, with proposals due February 2, 1999. All
responsible sources may submit a proposal which shall be considered by
the agency. An ombudsman has been appointed -- See Note "B". The
solicitation will be available only over the Internet. These documents
will be in ASCII or RTF format and will reside on a World-Wide Web
(WWW) server, which may be accessed using a WWW browser application.

offerors shall notify the procurement office points of contact
identified below of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the
