synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented by additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation No. N65236-99-R-0456 is issued as a
RFP. The solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-08. This
is a sole source procurement under SIC 3669. Because the items being
purchased are proprietary, this action is being done on a sole source
basis to Trivec-Avant Corporation, Huntington Beach, CA. The material
required under this procurement is an estimated quantity of 63 each
single shipboard lightweight antenna systems. The resulting contract
will be a firm fixed price, Indefinite Delivery, Indefinite Quantity
type contract with a period of performance of thirty six (36) months
with a guaranteed minimum of one (1) each antenna. This procurement
will list one line item. CLIN 0001: Quantity/Unit of issue -- estimated
at 63 each. The antennas will be single shipboard lightweight antenna
system consisting of a +10 dBiC antenna, radome, positioning unit,
19-inch rack mounted remote control unit using ship's heading, in
synchro format (Part Number: AV-2098-1). Inspection/Acceptance:
Destination. Required delivery date: within 30 days from receipt of the
delivery order. Place of Delivery: Receiving Officer, SPAWAR, Systems
Center Charleston, 2921 Avenue B North, Bldg. 1639, North Charleston,
SC 29405-1639, Attention Frank McAlhany, Code 545FM. Charges for
freight and other related charges, if any, are to be included in each
unit price. Provision 52.212-1, Instructions to Offerors-Commercial
items (Apr 1998) is hereby incorporated by reference. Offeror must
include a completed copy of provision FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items (Jan 1997), with
its offer. FAR Clause 52.212-4, Contract Terms and
Conditions-Commercial Items (Apr 1998) is hereby incorporated by
reference. FAR Clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items (Apr 1998)
is hereby incorporated by reference. The following clauses are

delivered under this contract shall be Year 2000 compliant as the term
