commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented, with the additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation number RFQ 667-99-1-8984-0006; award will be made
using the simplified acquisition procedures. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-09. This acquisition is
unrestricted. The standard industrial classification (SIC) is 3841 and
the small business is 500 employees. The acquisition is for one (1)
Cell Saver Blood Processing Systems (Medtronic Sequestra 1000, Model
SEQ1000 or equal) to include one (1) cart for easy transportability,
two (2) operation manuals and two (2) service manuals. Warranty
information is also needed. The blood processing system must perform
autotransfusion functions (a process in which a patient's blood is
cleansed and held for subsequent use, thereby reducing concern about
transmission of bloodborne diseases). In addition to the
autotransfusion, the system must simplify the operator's ability to
separate blood components such as platelets and plasma prior to
surgery. The system shall be highly versatile, easy-to-use and
completely sealed. The system shall be, at a minimum, capable of
performing the following processes: predonation, red blood cell
salvage, concentrated platelet sequestration, platelet gel and
autologous blood component therapy. The system must have the choice of
operating modes (automatic, semi-automatic or manual) and factory-set
programs that can be modified by the operator. Instant access
programming which enables the operator to immediately adjust flow rate
and wash volumes or change programs without scrolling through the
entire display. The system is required to have factory-set options to
meet every surgical situation to include but not limitedto standard,
trauma, orthopedic/post op, low volume, cardiovascular or concentrated
platelets. A high speed fluid pump with flow rates from 10 ml/min. to
1300 ml/min. that can be adjusted in increments of 10 ml/min. under
100 ml/min. and 50 ml/min. increments over 100 ml/min. A variable speed
centrifuge from 900 to 6000 RPMs in 100 RPM increments for optimal red
blood cell salvaging and concentrated platelets. Chuckless
interchangeable bowl sizes of 125 ml, 225 ml and 375 ml. Delivery is to
be made to Chief, A&MMS, Overton Brooks VA Medical Center, 510 East
Stoner Avenue, Shreveport, Louisiana 71101-4295. Delivery is desired
between January 15 and February 19, 1999. Inspection and acceptance is
at the Overton Brooks VA Medical Center, Shreveport, LA. Quote shall
specify FOB, Overton Brooks VA Medical Center, Shreveport, LA
(Destination). The provisions at FAR 52.212-1, Instructions of Offeror
Commercial Items. (Aug 1998) applies to this acquisition. There is not

acquisition. Vendors responding to this acquisition shall provide this
office with the following information: a cost breakdown of each item
requested on company letterhead, literature on the product(s) being
offered FOB, prompt payments terms, correct remittance address, and a
completed copy of FAR 52.212-3 (Oct 1998), Offeror Representations and
Certifications Commercial Items. (Oct 1998). A vendor not in
possession of FAR 52.212-3 may either contact this office and a copy
will be faxed to you or download it from the internet address listed
above. Quotes must be in writing and accompanied with the completed FAR
52.212-3 or they may be rejected. Facsimile quotes will be accepted;
oral quotes will not be accepted. Award will be made to the offeror (1)
whose quotation is technically acceptable, (2) whose quotation conforms
to the requirements of the solicitation and (3) whose technical/cost
relationship is the most advantageous to the Government. While cost is
secondary to technical, it will be a factor in the award decision.
Award may not necessarily be made to the offeror submitting the lowest
price offer. Also, award may not necessarily be made for technical
capabilities that would appear to exceed those needed for the
successful performance of the work. The Government reserves the right
to make cost/technical tradeoffs that are in the best interest and to
the advantage of the Government. Award may be made without discussions.
