The U.S. Office of Personnel Management (OPM), Washington, D.C., intends to issue a request for proposals (RFP) that will lead to the award of a requirements contract for 360 degree evaluation instruments. This requirement will be released to full and open competition. The standard industrial Code(SIC) for this acquisition is 8748, Business Consulting Services. The Federal Executive Institute (FEI) of OPM provides residential training for senior Government executives, principally Federal executives. The training is designed to further ground executives in their constitutional obligations to provide the very best public service to the citizen. In support of this mission, the FEI, administers to each of its Leadership for a Democratic Society (LDS) program attendees, a 360 degree instrument which affords a view of how the attendee is viewed by superiors, peers, and direct reports [subordinates] in comparison with the attendee's self-perception. Based on the results of this instrument, supervisor recommendations, and other personal assessments, the executive tailors a developmental program for her/himself which is then implemented during the training program at FEI, and beyond. The objective of this contract is to provide FEI with a paper-based 360 degree instrument, Individual Report and Developmental Materials which will assess the leadership competencies of senior Federal executives and provide materials for their use in developing strategies to improve their competencies. The instrument will indicate where the strengths of the executives lie as well as where opportunities for improvement exist. The contract will be awarded for a base period with four one-year option years. Requests for copies of the solicitation should be received, in writing, no later than fifteen days from the date of this listing. Telephone requests will not be honored.
