NASA/Goddard Space Flight Center, Code 219, Greenbelt, MD 20771

A -- 7-MONTH EXTENSION TO NAS5-31752 FOR ENGINEERING AND SCIENTIFIC RESEARCH SUPPORT POC Claudette Parent, Contracting Officer, Phone (301)614-5602, Fax (301)614-5619, Email Claudette.D.Parent.1@gsfc.nasa.gov WEB: Click here for the latest information about this notice, http://nais.nasa.gov/EPS/GSFC/date.html#31752-255. E-MAIL: Claudette Parent, Claudette.D.Parent.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Offer (RFO), on a sole source basis to Science Systems and Applications, Inc. (SSAI)), 5900 Princess Garden Parkway, Ste 300, Lanham, Maryland 20706. This procurement will extend the period of performance under Contract NAS5-31752 for an additional seven months to 9/30/99, beyond the current end date of 2/28/99. Some tasks will be extended within the existing period of performance beyond their current end dates. Of the tasks projected to extend beyond 2/28/99, some will end prior to 9/30/99. This extension is necessary to allow for completion of an on-going consolidation of like requirements within the Earth Sciences Directorate for the purpose of competition. The services to be provided during this extension are a continuation of engineering and scientific research support for several laboratories in Code 900 including: 1) Atmospheres, 2) Terrestrial Physics 3) Hydrospheric Processes, and 4) the Global Change Data Center. Areas of support include: geophysical data collection, data analysis and validation of physical parameters derived from existing ground, aircraft and satellite observations, model simulation and documentation, and education outreach. Extension of this contract is necesary to avoid impact to: 1) Pre and Post-launch activities for the MODIS instrument; 2) The schedule for the Landsat-7 Ground System; 3) Ongoing daily commanding of the UARS satellite. Award to any other source for this 7 month period would jeopardize the milestone schedules for the MODIS instrument (scheduled for launch in early 1999) and Landsat-7 (scheduled for launch in April, 1999), command of instruments aboard operational satellites, as well as other Earth Sciences Directorate Projects. This extension is required to ensure continuation of support services through this seven month period. The work under this contract is being split into 6 distinct segments, each of which is being consolidated with other similar efforts, and then procured competitively, either under full and open competition procedures or as small business or small disadvantaged business set-asides. Two of these have been awarded and another is expected to be awarded soon. The support sought for the remaining tasks is a continuation of work performed by SSAI, under this contract, since March, 1993 and is only intended to continue until follow-on contracts are competitively awarded. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) -- Only One Responsible source. However, companies who believe they can provide these services without any detrimental impact to the program schedules supported by this work, should fully identify their interest and capabilities within 15 days after publication of this synopsis. See Number Note(s):22. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. An Ombudsman has been appointed. See Internet Note "B". Any referenced notes can be viewed at the following URL: http://genesis.gsfc.nasa.gov/nasanote.html. Posted 11/20/98 (D-SN273445). (0324)
