the Program Support Center, Department of Health and Human Services,
is seeking a qualified Contractor to do a study to develop a reliable
functional relationship between the allocation and application of
interdiction resources and the deterrence of illegal drug smuggling.
The analysis will be principally confined to deterrence associated with
interdiction operations against all routes and modalities of illegal
drug smuggling in the Source, Transit, and Arrival Zones. The totality
of these zones is defined as all regions from within the source
countries up to and including the border of the continental United
States. Among other things, the analysis will address the allocation
and application of law enforcement agency and military assets and the
time dependence of deterrent effect on illegal drug smuggling. It will
address domestic U.S. disruption activities only to the extent that
these effect interdiction operations or suggests changes in smuggling
routes likely to alter the flow of drugs in the Source, Transit and
Arrival Zones. The proposed procurement is full and open. The
Government intends to award a Cost Plus Fixed Fee Contract. The period
of performance is one year. Solicitation 282-99-0006 will be available
