Berrien/Pkwrb/ [937]257-5666 The National Air Intelligence Center
(NAIC, Wright-Patterson AFB, Ohio is contemplating a five year,
dual-award contract to provide NAIC with translations of scientific and
technical information from foreign languages into English and from
English into foreign languages. This translation effort will primarily
entail the processing of open-source foreign language material;
however, translation of classified material (Secret and Confidential)
will also be required. The material to be translated may consist of
various journals, newspapers, monographs, books, and other types of
substantive documents published in 46 foreign languages. The
translations will be submitted on magnetic media. The anticipated total
translation volume may be from 1,250,000 to 75,000,000 foreign words.
Language mix will vary as well as weekly and monthly volume. Potential
sources must provide (1) evidence of previous experience in the
translation of scientific and technical (S&T) information from foreign
languages into English and from English into foreign languages; (2)
evidence of the ability to obtain Secret personnel and facility
clearances in accordance with the Industrial Security Manual (DOD
5220.22M) by contract award; (3) evidence of TEMPEST capability; (4)
demonstrate the ability to perform 51% of all work to be levied under
this contract. All responses will be evaluated against the criteria
listed in this announcement. Limit responses to five pages or less.
Foreign participation is not authorized. Interested sources should
submit their response within 30 days after publication of this
synopsis. This acquisition has been designated a small business
set-aside. An Ombudsman has been established for this acquisiion. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors, when an offeror prefers not to use
established channels to communicate during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use the Ombudsman. Routine communication should
