CONTRACT FOR MISCELLANEOUS DESIGN SERVICES SOL DAHA47-99-R-0001 POC

and Engineering Indefinite Delivery/Quantity (ID/IQ) Services. The work
requires Multi-Disciplinary professional A-E Services for various small
projects located at General Mitchell IAP (ANG), Milwaukee, Wisconsin;
Truax Field ANGB, Madison, Wisconsin; and Volk Field CRTC, Camp
Douglas, Wisconsin. Work includes production of designs, plans and
specifications, estimates, and inspection services as required to
execute construction projects. Also, conduct fact finding studies,
surveys, and investigations in support of designated activities.
Proposed contract will have a base period of one year and an option
period of one year. Individual fixed-priced delivery orders shall not
exceed $300,000 and the annual maximum monetary limit for the base year
and option year is $1,500,000. The Government guarantees a minimum
contract amount of $5,000. Project Information: Typical work may
include but is not limited to: (a) Alteration/addition and
repair/maintenance of utilities, ground, roads, airfield pavements,
aprons and taxiways, buidings, and structures to include control tower
and hangars; (b) Heating and air conditioning systems; (c) Building
electrical systems. The initial proposed delivery order under the
proposed contract will be for Repair Roads Hardwood Range. Type A
(investigative), Type B (design) and Type C (inspection) services may
be required for each delivery order. Selection Criteria: Selection
criteria to be used in selecting firms shall be as outlined in FAR
36.602-1 and DFARS 236.602-1(a)(6) which includes the following listed
in relative order of importance: (1) Professional qualifications
necessary for satisfactory performance of the required services; (2)
Specialized experience and technical competence in the type of work
required; (3) Capacity to accomplish work in required time. The
evaluation will consider the experience of the firm and any consultants
in simiilar sized projects, and availability of an adequated number of
personnel in key disciplines; (4) Pastjob performance on contracts
with Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules; (5)
Location of the firm (office of performance) in the general geographic
area of the project and knowledge of the locality of the project;
provided that application of this criterion leaves an adequate number
of frims therein for consideration; (6) Demonstrated success in
prescribing the use of recovered materials achieving waste reduction
and energy efficiency in facility design; (7) Volume of work previously
awarded by Department of Definse during the previous 12 months with the
object of effecting an equitable distribution of contracts among
gualified A-E firms, including minority firms and firms that have not
had prior Department of Defense contracts. Submission Requirements: See
Notes 24 and 25 for general submission requirements. Those frims
meeting the requirements described in this announcement and wishing to
be considered by this office must submit Standard Forms (SF) 254 and
255 and appropriate data and shall include Taxpayer Identification
Number (TIN) with their request. Only those SFs 254/255 submitted for
this project will be considered. No other general notifications of this
project will be made. No other action beyond submission of the standard
forms is required or encouraged. Only responses received within 30 days
from the date of appearance of this announcement in the CBD will be
considered. Should the due date fall on a weekend or holiday, the forms
shall be due the first workday thereafter. All responsible sources
shall be considered. This is not a Request for Proposal. Site visits
will not be arranged during the submittal period. The SIC Code is 8712
with annual receipts of $2.5 million or less. This will be an
unrestricted proposal in accordance with the Small Business
Competitiveness Demonstration Program. Successful contractor for this
contract will be ineligible to compete for the A-E design contracts for
which they have developed the project book and/or Statement of Work.
