Ponce, Contracting Officer, (808) 4491430 Architect-Engineer services
are required for design of projects and other related work to renovate
HQ PACAF Building B-1102 at Hickam AFB, Hawaii. An indefinite delivery
indefinite quantity (open end) contract will be issued for a period of
one basic year with two one-year option periods. The renovation
projects will provide new utility lines (electrical, sanitary sewer,
water, fire protection) to building. Work also includes utility
corridors within B-1102, two elevators, and interior renovation work to
meet current standards, improve floor plans, increase energy
efficiency, and adhere to environmental compliance. Abatement of
asbestos containing material and lead-based paint may be required. The
estimated cost of each construction project may be between $100,000 to
$2,000,000. Computer aided drafting design (CADD) will be required and
shall be compatible with 15th Civil Engineer Squadron system software.
Projects will include various combinations of architectural,
mechanical, electrical, structural, civil/survey, and environmental
disciplines. The minimum amount of fee work shall be $5,000 for the
basic contract period only. The maximum amount per contract period
shall be $750,000. Each delivery order shall not exceed $299,000.
Significant evaluation factors in the order of relative importance are
listed as follows: (1)specialized experience in the type of work
required; (2) professional qualifications of personnel that will
participate in design of projects; (3) capabilities to accomplish the
work in the required time and a prompt response to requested services;
(4) location in geographical area of consideration which is the island
of Oahu, in the state of Hawaii; (5)past performance of contracts with
respect to cost control, quality of work, and compliance with
performance on DoD and non-DoD contracts; (6) volume of work previously
awarded to the firm by the DoD with the objective of effecting an
equitable distribution of DoD A-E contracts among qualified firms.
Interested parties should show proficiency, in-house or through
association, in all of the following disciplines; architecture,
mechanical, electrical, structural, civil/survey and environmental
engineering with the architect discipline as the prime consultant.
Firms desiring consideration must submit a Standard Form 254, if not
already on file, and Standard Form 255 no later than close of business
on 28 Dec 98. Submit the required information to the Contracting
