Contracting Officer (202) 433-3672. The Fleet and Industrial Supply
Center Norfolk, Detachment Washington, D.C. intends to procure
technical support services for the Naval Supply Systems Command
(NAVSUP). This procurement is to improve Operational Availability (A0)
of shipboard and aviation equipment by applying or developing
Readiness Based Sparing (RBS) techniques for application at both the
unit and multi-echelon levels. Services will include analyzing and
evaluating approved RBS models, performing supply evaluations using
approved RBS models, executing RBS results, performing annual
assessments of systems supported by RBS allowances, and supporting the
evolutionary nature of the RBS process using new technological
advances. This will be a Cost Plus Fixed-Fee, Indefinite
Quantity/Indefinite Delivery type contract for a base year and four
one-year options, in accordance with FAR 52.217-8. The awardee is
guaranteed a minimum of 10% for the base year. Historically,
approximately 15 labor categories and 214,950 labor hours were required
annually for this contract. This is only an estimate and changes in the
Navy and DoD policy could significantly effect the level of effort
required for this procurement. The anticipated date of release of the
RFP is 29 December 1998 with a 27 January 1999 closing date. A
pre-proposal conference will be scheduled approximately 2 weeks after
release of the RFP. Please check the solicitation for the exact date
and time of the pre-proposal conference. Award will be made to the
offeror that proposes the best value to the government. Past
performance will be a significant evaluation factor and oral
presentations will be required as part of the offeror's proposal.
Details regarding the oral presentations and evaluation criteria will
be contained in the solicitation. Oral presentations will be scheduled
with offerors after the close of the solicitation. The requirement is
UNRESTRICTED and all responsible sources may submit a proposal for
consideration. The Government intends to award on initial proposals.
