The Department of Veterans Affairs, Office of Acquisition operations and Analysis Service (93A1) is seeking sources through the Federal Supply Schedule (FSS) to provide training services for the presentation of a Contracting Officer's Representative/Contracting Officer's Technical Representative (COR/COTR) course. The course should be designed and taught from a non-contracting personel standpoint and be Federal Acquisition Institute (FAI) compliant. The course should cover the roles of a COR/COTR in the acquisition process in administering a federal contract. This course should give a comprehensive overview of the acquisition process from pre to post award through the closeout process, and include such topics as: market research, acquisition planning, requirement description (SOW); selection of the contractor, monitoring performance and the standards of conduct as they relate to a COR/COTR. All sources shall submit a suggested cost estimate that covers any and all cost (travel inside CONUS) associated with the performance of this training.
