TRAINING SERVICES FOR SIMULATED COMMUNICATIONS NEW REQUEST FOR INFORMATION: FSC CODE: D317. TRAINING SERVICES IN SUPPORT OF EAST COAST CARRIER BATTLEGROUP JOINT TRAINING EXERCISES. DUE: 121898 POC: Tracey Carr, FAX (757) 443-1424, e:mail: Tracey_Carr@nor.fisc.navy.mil The Fleet and Industrial Supply Center, Hampton Roads DET, 1968 Gilbert Street, Suite 600, Attn: Tracey Carr, Norfolk, VA 23511-3392, is seeking qualified businesses capable of providing training services based on the following: Purpose: To provide training services in support of East Coast Carrier Battlegroup Joint Training Exercises. Contractor will: 1. Training services to consist of: Simulated communications at sites discussed annex XA as discussed in annex XB. Operation of GFE for radar simulation at sites discussed annex XA Missile shapes at sites discussed annex XA as discussed in annex XC. 2. Provide maintenance services for all contractor and government furnished equipment. 3. Provide transportation of all equipment between FLTINFOWARCEN Little Creek VA and training sites. 4. Ensure that contractor personnel involved in the operation of government provided radar simulation equipment possess a SECRET level security clearance. Government will provide: 1. Radar simulator equipment per annex XD. 2. Site locations not less than 2 weeks in advance of operations. 3. Communications frequencies not less than 1 calendar week prior to operations. 4. Communication voice script not less than 1 calendar week prior to operations. Script changes will be delivered to the contractor representative at FIWC not less than 4 hours prior to the effective change, script changes limited to deletion of script items, and additions not to exceed 10% of the total original script for any one exercise. 5. Training site and telephone service at each site. 6. Storage, maintenance and office space at Naval Amphibious Base Little Creek, VA. Government will make available communications equipment/vehicles currently in use, or the contractor may provide equipment. 1. Training site configurations: 2 Sites: Communication, missile shape and radar simulation 2 Sites: Communication simulation only 2. Training sites will remain fixed for any one exercise (Carrier Battlegroup Joint Training Exercises) 3. Training sites may vary from one exercise to the next. Exercises may vary in length from 5 to 20 days 4. Potential training sites: Virginia: Dam Neck Fleet Training Center, Fort Story, Naval Amphibious Base Little Creek. North Carolina: USCG Station Fort Macon, USCG Support Center Elizabeth City, USMCAS Cherry Point, Fort Bragg, Pope Air Force Base, USMC Camp Lejeune, USMC Camp Geiger, USMCAS New River. South Carolina: Parris Island Marine Corps Recruit Depot, Fort Jackson, Shaw Air Force Base, Charleston Air Force Base, USCG Station Georgetown. Georgia: Robbins Air Force Base, Moody Air Force Base, Fort Jackson. Florida: Naval Station Mayport, Naval Air Station Jacksonville Annex XB, Communications Technical Specifications: Each site independently capable of: 1. Voice and data transmissions on HF, VHF and UHF bands 2. Shifting HF transmit frequencies at 15 minute intervals. 3. 24 hour a day operations 4. Starting and securing operations immediately upon notification from FIWC. Required Technical Characteristics: 1. HF system 2 transceivers Minimum output power: 150w Freq range: 2-30 MHz 2. VHF system 1 Transceiver Minimum output power: 50w Freq range: 30-75 MHz 3. UHF system 2 Transceivers Minimum output power: 35w (FM) Freq range: 225-4000MHz Annex XC Missile Shape Specifications 1 site -- Cruise Missile shape 1 site -- Surface-to-Air Missile shape Specifications: Cruise Missile shape: Five ton truck or larger vehicle/trailer dark green in color, carrying a simulated Silkworm Missile. Missile simulation should substantially resemble a Silkworm missile (Min 21 ft long, 2.5 ft diameter tapered cylindrical body painted light gray; swept wings, min 8 ft wingspan; aft horizontal and vertical stabilizers; rounded nose). Surface-to-Air Missile shape: Five ton truck or larger vehicle/trailer dark green in color, carrying 3 simulated SA-6 missiles. Missile simulations should substantially resemble the SA-6 missile (Min 18 ft long, 1 ft diameter cylindrical body painted white; mid-body and aft fins; tapered nose), be carried length-wise on the vehicle, all 3 shapes in the same fore-aft orientation. Annex XD Government Furnished Equipment Government will provide: 1. Two Surface Target Emitters (STE-1) for simulation of RADAR signals. Government will make available to the contractor for use government communications vehicles/vans and generators. Please note that the Fleet and Industrial Supply Center, Hampton Roads DET has not yet made a decision as to whether this procurement will be set aside, and that it reserves the right to determine the appropriate method of procuring the above services based upon its analysis and evaluation of the capability statements.
