S -- TELEPHONE SERVICES SOL RFQ MN-TEL-99 DUE 112798 POC Mavis Nelson 612-725-2189 Under Statutory Authority 41 U.S.C. 253 (c)(1) the Government anticipates entering into sole source procurement negotiations with Williams Communications Solutions, LLC, Houston, TX to continue telephone maintenance and follow-on services for a temporary period (upon expiration of a 10-year contract) until VISN 13 Network Offices completes negotiations for a new telephone switch and related accessories. The authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon any responses to this notice by November 27, 1998 is solely within the discretion of the Government.
