Peifer, Contract Specialist, 717-770-4613 The Defense Distribution
Center located in New Cumberland, PA has a requirement for a contractor
to provide all the necessary labor, material, equipment and services to
produce a 15-minute video explaining the implementation of the
Distribution Standards System (DSS). The audience for this video will
include new employees to the DDC and Contractors who may be bidding on
logistics support due to the A-76 initiative. The program will cover
the eight processes that make up the systems operated at the Defense
Distribution Depot Susquehanna located in New Cumberland, Pennsylvania.
The video will consist of voice over narration, computer screens and
interviews with Contractors using the DSS and depot employees
responsible for its operation. Computer generated 3-D graphics will be
designed to add detailed information to further the viewers
understanding of the system. Because of the need for close Government
and Contractor exchanges of information and in order to reduce
excessive travel costs between the Government site and the Contractor's
facility, the Contractor's facility should be located within
approximately 50 driving miles of New Cumberland, Pennsylvania. The
Contractor's production team should include a producer/director,
writer, director of photography, key grip, sound engineer, editor,
graphic artist and duplication coordinator who have worked together on
other video productions. Editing will take place on a nonlinear
editing system with high-resolution capability with at least 46 GB of
video storage. The video must be shot on Beta-SP camera. A computer
scan converter to NTSC will be used for all computer-generated images.
3-D graphics and special effects will be required. Contractor shall be
responsible for the following: 1. Pre-Production: producing, directing,
writing, talent, treatment and script 2. Production: location and
studio shooting 3. Post-Production: off-line assembly, graphics,
computer animation, on-line assembly, music-license, sound effects and
miscellaneous effects 4. Other Costs: 50 dubs with jackets (Labels to
be provided by DDC) and travel costs (Note: overnight travel costs are
not included in the price of this contract. The Government does not
anticipate any overnight travel. However, should such travel be
required, the Contractor agrees all expenses will be in accordance with
the Joint Travel Regulation rates.) The entire video shall be completed
and delivered within the following timeline: Upon award Project
initiation and research for scripting 1 week Script development 1 week
Approval of first draft and revisions 1 week Approval of final draft
of script 1 week Shooting 1 week Complete shooting and logging footage
1 week Off-line editing 1 week Approval of rough cut 1 week On-line
edit 1 week Final edit 1 week Deliver finished product and all dubs
This acquisition is 100% set-aside for small business concerns. The
Standard Industrial Classification (SIC) code for this acquisition is
7812. The small business size standard is $21.5 million. All
