Service (USSS) proposes to solicit Request for Proposal (RFP)
USSS990005 for development and recording of high-quality, specialized
law enforcement training materials in video and text format on CD ROM.
The notice which follows herein is for the Commerce Business Daily
(CBD) announcement only. A Statement of Work and Evaluation for Factors
for Award file will be posted concurrently with this notice on the
General Service Administration's web-site for Electronic Posting System
(EPS) http://eps.arnet.gov/ at the button for "Treas" and is accessible
using the above solicitation number. The training will be specific to
a number of USSS operational missions. Proposals will be evaluated on
a best-value basis with prior law enforcement training experience in
video format desired. The anticipated contract type is Indefinite
Delivery Indefinite Quantity with the Statement of Work posted
concurrently with this solicitation being the first and minimum order.
Due to the number of technicaldisciplines required, the requirement is
to be solicited on an unrestricted basis with regard to business size.
The Standard Industrial Classification (SIC) is 7389 and the size
standard is $5 million. Interested firms must request a copy of the RFP
in writing to the following address: U.S. Secret Service Procurement
Division, 1310 L Street NW, Room 730, Washington, DC 20223, Attn:
George Robertson, Contracting Officer by not later than December 3,
1998. Any comments on the Government's work statement and evaluation
factors are also to be provided at that time; DO NOT SUBMIT A PROPOSAL
AT THIS TIME. The actual proposal due date and time will be shown on
the released solicitation which will be mailed to potential offerors in
hard copy (the date shown above of Jan 20, 1998 is an estimate only).
If any changes are made to the Statement of Work or evaluation factors
as the result of comments received, these will be incorporated into
