Locks and Dam (currently called Locks and Dam 2) on the Monongahela
River will be constructed using innovative, in the wet, float-in
construction techniques. The new gated dam will consist of four 110
foot wide tainter gate bays separated by gate piers and will be
situated between the existing lock on the right bank and a new
abutment, currently under construction, on the left bank. A portion of
the dam and a portion of each gate pier will be constructed as two
hollow floating structures. One structure will be approximately 333
feet long by 106 feet wide by 40 feet high and the other one will be
approximately 265 feet long by 106 feet wide by 22 feet high. These
structures will be fabricated and partially assembled at an off-site
location, transported to the project site and submerged onto a prepared
foundation system. The Contractor will be required to locate and
provide the off-site location where these structures will be
fabricated. Real Estate acquisition for the fabrication site will be as
defined by the Special Contract Requirement "REAL ESTATE POLICY;
BRADDOCK DAM CONTRACT" that will be incorporated into the
specifications. The foundation system will consist of an excavated area
with sheet pile cut off walls and concrete drilled shafts. The dam
structure will be reinforced concrete and the tainter gates will be
structural steel fabrications. The tainter gates will be operated using
direct connected hydraulic cylinders, powered by individual hydraulic
power units and controlled through a PLC network. This procurement will
be advertised on an unrestricted basis. The estimated cost range for
this project is between $25,000,000 and $100,000,000 and the time
allowed for completion will be approximately 3 years. In accordance
with FAR 15.3 the source selection method for this procurement will be
by the "Best-Value Trade-Off" method, wherein Contractors will submit
both technical and price proposals. Award may be made to other than
the lowest priced offer based on an evaluation of the proposals against
the evaluation criteria outlined in the Request for Proposal. The
Request for Proposal will be issued free of charge on Compact Disk
(CD-ROM) using Electronic Bid Set (EBS) technology. The CD-ROM will
include the entire solicitation package (including contract clauses,
plans, and specifications) as well as the viewing software necessary to
view, navigate and print the documents. The Contractor will require no
additional software to use the CD-ROM. Plans and Specifications will
not be provided in a printed paper hard copy format. Notification of
amendments shall be made through either 3.5" floppy disk, CD-ROM or
fax. The CD-ROMs will be available on approximately 22 December 1998.
A pre-proposal conference is currently scheduled for 20 January 1999
with proposals due on 18 March 1999. Contractors must be registered in
the Central Contractors Registration (CCR) Database before receiving
