The Government intends to issue a firm fixed price contract. Delivery will be F.O.B. Destination to Red River Army Depot, Texarkana, TX. Required delivery schedule with first article test is 154 each 215 days after contract award, 150 each 340 days after contract award. Required delivery schedule without first article test is 154 each 215 days after contract award, 150 each 245 days after contract award. This is a Flight Safty Part for which prequalification and engineering testing is required. For evaluation purposes, the cost of testing will be added to offers received from approved sources who are not tested. The time required for approval of new sources is such that award and delivery time cannot be delayed pending approval of a new source. All responsible sources may submit a proposal which shall be considered by the agency. Justification for other than full and open competition is FAR 6.302-1, Only One Source or Only a Limited Number of Responsible Sources. This proposed contract action is for supplies for which the Government does not physically have or own data rights to specifications and drawings to permit full and open competition. Firms are encouraged to seek source approval for this item in order to become eligible to compete for future solicitations for this item IAW the instructions contained in Section L of the solicitation.
