TACOM-ARDEC is conducting a market survey to identify potential sources
to proceed into the next phase of the Totally Integrated Munitions
Enterprise (TIME) that is currently underway. The TIME project is
focused on updating the Army s munitions manufacturing capability that
is now mired in dedicated production lines capable of manufacturing
only a limited range of products. TIME is taking advantage of quantum
improvements that are now available in manufacturing and control. The
core of such improvement is the prove-out and application of an Open
Modular Architect Controller (OMAC) developed by the Lawrence Livermore
National Laboratories (LLNL) to assure tight, continuous, life cycle
management control of all elements of the production process including
raw materials, production, inspection, and logistics in a most agile
manner. Respondees should have current production experience with
energetic materials and be familiar with production control systems,
electrical and mechanical robots, CAD/CAE/CAM, and advanced
communication systems. It is anticipated that the next phase of the
TIME program will use the LLNL-developed OMAC to expand its capability
and demonstrate its use, establish a series of CAD/CAE/CAM simulations
with concurrent viewing from a minimum of two locations with remote
access to toolsets involving the design and manufacture of selected
components, demonstrate an OMAC-compliant controller and concurrent
communications for munitions at selected locations and demonstrate that
a lathe can be operated remotely from another city, establish
electronics part toolsets for multi-chip modules to be developed for
manufacturing, establish mechanical toolsets for assembly operations
and interfaces for other selected enterprise systems, review the needs
of the contractor-owned and Government-owned munitions manufacturing
base, and establish a web-based product data management system. There
will be a 2:1 cost sharing of Government-contractor funding. Such
contractor funding may be in-kind labor, facilities, materials, or
other selected means. Interested companies are encouraged to submit
their responses and ideas to the Contract Specialist. This notice is
not a request for proposal. Participation in this market survey will
not affect a company s position during any future solicitation. The
Government does not intend to award a contract on the basis of this
market survey or otherwise pay for the information provided. No basis
for claims against the Government shall arise as a result of a response
to this market survey or Government use of such information. The
Government reserves the right to reject, in whole or in part, any
private sector input as a result of this market survey. See Note 25.
