Offutt AFB NE is seeking information and comments from industry on various topics to refine the acquisition strategy of a large OMB Circular A-76 cost study of Base Operations Support (BOS) services. The general areas for study included in the 55th Wing support functions are Communications (COMM), Civil Engineering (CE), Services (SVS), Mission Support (MSS), Supply (SUPS), Transportation (TRANS), and Aircraft Maintenance (MXS). The study includes 1,609 positions, currently manned by 1,246 military members and 363 civilians. 2. Although not all-inclusive, the following provides a more detailed breakdown of the services included. COMM Satellite Communications (SATCOM), Technical Control, Strategic Automated Command Control System (SACCS), Missile Warning, World-wide satellite communication, Systems maintenance CE Engineering, Housing Management, Operations, Fire Tech. Services, Readiness, Military Family Housing Maintenance, *Resources *Environmental SVS Marketing, Outdoor Recreation, Community Recreation, Skills Development *Data Auto *Air Force/Non-Appropriated Fund Resources MSS Education, Training, Computer Support, Records, Evaluations, Awards, Decorations, Information Management SUPS All TRANS All MXS Fabrication, Propulsion, Avionics *Accessories *Maintenance * Portions of these activities are excluded from the study 3. Please respond to the questions below. Any additional comments and pertinent information you wish to bring to our attention are welcome. a. Offutt AFB anticipates award of a single contract if the outcome of the A-76 study results in a commercial contractor being more cost efficient than the Government's Most Efficient Organization (MEO). From your perspective, what are the pros and cons of this approach? Please explain how economies of scale, cross-functional improvement, and commercial innovation might be anticipated from a single integrated contract for the above functional areas. b. Part of the Offutt AFB anticipated strategy includes use of a base performance period greater than one year. Additionally, the strategy includes the use of an award term; a concept similar to an award fee except the Government may adjust the contract length upward based on the contractor's performance. The award term is used along with a firm fixed price contract. Please provide your viewpoint concerning the validity of these concepts, and whether or not they provide adequate incentive. With an effort of this magnitude, please provide your perspective on the optimum length for the basic performance period, each additional performance period, and the total contract performance period. c. Offutt AFB will pursue aggressive small business subcontracting strategies with industry for this acquisition. With this in mind, please explain the type of small business subcontracting opportunities you anticipate in this type of acquisition. Also, what percentage of total contract performance would you anticipate for small business participation? 4.
