The National Cemetery Administration has a requirement for an Architect/Engineering firm to design the expansion of the Fort Richardson National Cemetery (Project Number 910CM3006), located near Anchorage, Alaska. The project includes the design and all related professional services for typical land development including roads and irrigation and architectural services for the design of a committal service shelter, approximately 600 square feet. Services consist of topographic survey, the development of schematics and design development drawings with a Government option to enter into construction documents, construction period services and; construction inspection. Design Development work will include a completion of drawings to a level of approximately 35% of a construction drawing. The project would be based on a government provided master plan. The estimated cost of construction isbetween $1,000,000 and $5,000,000. Consideration will be limited to firms licensed to practice in the State of Alaska and located within 50 miles of the site. Emphasis will be placed on Civil Engineering capabilities of the firm and not on previous cemetery design experience. Selection of firms to be interviewed will be based on the following evaluation factors: Firm's capacity and capability (30%), Proposed project team (20%), and Experience and past performance on similar land development work(50%). Firms may be interviewed using Video Teleconferencing procedures, at the option of the Government. A firm responding to this notice within thirty calendar days from date the notice is published, or December 30, 1998, whichever is later, will be considered. Firms desiring consideration shall submit appropriate Standard Forms 254 and 255 to the issuing office.
