National Oceanic and Atmospheric Administration (NOAA), National Ocean
Service (NOS) plans to acquire information management and technical
support services in support of the Coastal Services Center (CSC),
Charleston, SC. The services will support the three CSC service areas:
Coastal Information Services (CIS), Coastal Management Services (CMS),
and Coastal Technology Services (CTS). The CIS service area includes
the Center's data management, data analysis, and product development
capabilities. The CMS service area facilitates management assistance,
increases communication between the Center and its clients, and
provides customized training and conference planning. CTS works to
bring new and underutilized technology out of the laboratory and into
the coastal management community. NOAA anticipates this acquisition to
include a base year with four (4) additional one (1) year options.
Standard Industrial Classification Code 7389 applies. This competitive
acquisition will beconducted utilizing a streamlined acquisition
process, as described in a document entitled "Department of Commerce
Acquisition Process Case for Change" which can be found on the Internet
at http://www.conops.doc.gov. The intent of this process is to provide
an improved acquisition environment that will benefit Contractors as
well as the Government. All market research and solicitation activities
will be conducted electronically using the Internet. This acquisition
project will be carried out in two phases. Phase I will be a market
research effort, initiated by this announcement, to determine the
availability of sources capable of providing the services required by
the CSC, as well as the acquisition approach best suited to this
project. Phase II, the acquisition phase, will include issuance of a
Request for Proposal (RFP), source selection, and award. The RFP will
be developed based on the results of Phase I. Now available on the
Internet at http://www.csc.noaa.gov/conops is the Project Agreement
that provides the scope of this project, the tentative schedule for the
acquisition, and the request for information. In utilizing this
acquisition process, the Project Agreement will serve as the
solicitation document for this requirement. Interested parties must
respond to the Project Agreement in order to be considered for award of
a resulting contract. The Government will issue the RFP by posting it
on the same website as the Project Agreement. Anyone interested in the
RFP is encouraged to monitor the website for further information.
