Center, San Diego, CA intends to solicit, negotiate and award an
acquisition which is 100% set aside for contractors in the 8(a)
program. Interested 8(a) contractors may FAX their request to (619)
532-2690. The services are for Field Engineering Support on Combat
Systems in Program Management, Logistics, Fleet Modernization Programs,
Foreign Military Sales of applicable equipment systems including
testing, installation, inspection, training, technical assistance,
repair service, corrosion control, EMI and data entry services,
evaluation of results and preparation of reports. Surface systems
include communication and fire control. Submarine systems include
navigation, sonar, torpedo, vertical launch and communication systems,
including installation checkouts, inspections, grooming and
manufacturing/assembly of some equipment. The submarine engineering,
and technical assistance is comprised of tests and certifications to
certify combat, navigational, and sonar systems, installation
inspections, pre-arrival and post-overhaul inspections and tests,
system readiness review, ORDALT and SHIPALT inspections. Estimated
period of performance is 28 February 2000 through 27 February 2001 for
base period with four, one year options. The proposed contract will be
an Indefinite Delivery, requirements type, time and material contract.
The places of performance are primarily aboard Navy vessels for data
entry (90%) and in an office environment during preparation period for
an onboard evolution and when facilities are not available aboard the
ship undergoing evaluation. work will be primarily in the San Diego,
CA area (80%), but travel to San Francisco Bay area, Long Beach, Pearl
Harbor, Seattle, Bremerton and occasionally to a Western Pacific
(WESTPAC)port for work on a Naval vessel in that area (20%) or other
locations as necessary. Estimated release of solicitation is 23
