NEW FEDERAL COURTHOUSE SPRINGFIELD, MASSACHUSETTS Public notice is
hereby given that the General Services Administration (GSA) will
conduct an investigation of possible sites for a new federal courthouse
in Springfield, MA. Representatives of GSA will begin the site
investigation in Springfield, MA on or about December 21, 1998. This
site acquisition is being conducted pursuant to statutory authority
contained in the Public Buildings Act of 1959, as amended. 40 U.S.C.
Sec. 601, et seq. Pursuant to this authority, GSA is authorized to
conduct this site selection without regard to the competitive
procurement procedures contained in Title III of the Federal Property
and Administrative Services Act of 1949, as amended, commonly referred
to as the Competition in Contracting Act. All offered sites must
satisfy the following minimum criteria to be considered: A site of not
less than 100,000 square feet will be required. An offer may consist
of more than one parcel, but the offered site should have a minimum
frontage of not less than 250 feet on the principal street. THE SITE
MUST BE LOCATED WITHIN, OR IMMEDIATELY ADJACENT TO, THE FOLLOWING
DELINEATED AREA WITHIN SPRINGFIELD_S CENTRAL BUSINESS DISTRICT (CBD):
Within or immediately adjacent to the area bounded by the following:
The Connecticut River to Liberty Street to Chestnut Street to Lyman
Street to Spring Street to Union Street back to the Connecticut River.
Owners of parcels aggregating less than the size specified, but to
which adjoining parcels may be added to produce a site of required
size, are encouraged to offer such parcels for inspection. Sites which
may be donated to the Federal Government are solicited as well as
sites which are available for sale. Owners or agents desiring to submit
sites for consideration should submit site data by 2:00 p.m., Friday,
December 18, 1998 along with an original Form of Offer to Frank
Saviano, Project Manager at the address listed below: General Services

Saviano at (617) 565-5494. Any offer made by someone who is not the
owner of an offered site must include a letter of authorization from
the owner or principal granting the offeror permission to submit the
site. The Government will select the site considered to be the most
advantageous to the United States, all factors considered. In order to
ensure that the selected site is most advantageous to the United
States, the Government will also consider any unique attributes or
other nuances of a site deemed worthy of consideration. This
