synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request For Quote (RFQ), solicitation number F0561199R0502. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-08. The Standard
Industrial Classification Number is 8299 and the business size standard
is $18.5 million. Proposed multiple purchase orders are reserved for
small businesses. Women owned businesses are encouraged to submit
quotes. The Air Force Academy intends to contract with civilian flight
training schools to provide flight training to personnel assigned to
the Introductory Flight Training Program (IFT). The 34th Operations
Support Squadron Training Office, Flight Screening Program Manager/IFT
Project Officer (34 OSS/OSTT) will coordinate scheduling, student
personnel issues; validate invoices for services received prior to
payment, and surveil performance of participating schools, to include
periodic visits by Air Force safety, maintenance, and administrative
personnel and audits of student logbook entries, training records, and
student critiques. Selected schools will interview assigned students,
review logbooks and available training documentation, assess student
proficiency, and train towards a private pilot license under FAR Part
61. Students with previous flight time are not required to enter the
syllabus at flight lesson #1. Training will typically consist of a
private pilot ground school, to include phase testing and a CFI
recommendation to take the FAA Private Pilot Knowledge Test; and 40.0
hours of airborne flight training, unless a different amount of time is
specified. This time may also include solo flight time as specified by
the syllabus used, if warranted by student proficiency. Students shall
be scheduled for two training flights each weekday and at least 10.0
flight hours per week (Sunday through Saturday) unless USAFA or the
student requests otherwise. Weekend training flights are at the
discretion of the flight school, assuming the IFT student concurs. It
is NOT expected that IFT students will take priority over civilian
clients during weekends. Flight schools shall not schedule any flights
or training events that prevent a crew rest period of at least 12
continuous hours away from the flight school between the last training
event of a given day and the next day's first training activity.
Obviously, weather, unscheduled maintenance, or cancellations for
flight safety reasons may result in flying less than 10 hours per week.
If student requests result in less than 10.0 hours being scheduled in
a given week, the flight school will document the reason with a signed
statement from the student in the syllabus training records and will
immediately inform USAFA by telephone. The schools will track student's
training using the most current version of the Jeppesen-Sandersen
Private Pilot Syllabus/Cessna Private Pilot Syllabus or another
syllabus as approved by 34 OSS/OSTT. Each period of dual instruction
will be logged in the IFT student's logbook and their Jeppessen
training folder with grades for each syllabus maneuver performed dual.
Schools shall submit a weekly (Monday -- Sunday) activity report that
identifies all ground and flight training conducted for the reporting
period, using a format to be provided by 34 OSS/OSTT. The report will
be faxed to the 34 OSS/OSTT by 1200 the following Monday to
719-333-6935 or 719-333-3332. A copy of this report format can be
requested by offerors from the points of contact identified below.
Within ten calendar days of each student completing IFT or being
removed from that flight school by USAFA, each flight school will
submit photocopies of all student logbook entries for IFT sorties and
photocopies or originals of the student's training folder or folders to

will immediately report any cases of poor judgement, unsafe flying,
requests for elimination from the program, or failure to meet scheduled
training appointments. Offerors will provide and invoice monthly for

"Supervised Solo" Flight $___________. (No student pilot may be
authorized to start a solo practice flight from an airport until the
flight has been approved by a certified flight instructor who is
present at that airport. The intent is to have the CFI sit down with
the student and review the weather, NOTAMS, and any other pertinent
information prior to the solo flight. The CFI would also be available
to answer any questions and assist with any maintenance problems on the
ground). Schools shall submit monthly invoices to 34 OSS/OSTT for
validation of services received, using a standardized format to be
provided by 34 OSS/OSTT. Offerors may request a copy of the
standardized invoice format from points of contact below. Period of
performance will be 1 DECEMBER 98 thru 30 JUNE 99. Delivery of services
will be FOB ORIGIN ( i.e. civilian flight school locations).
Participating schools shall (1) be located within a 40 nautical mile
radius of the Air Force Academy airfield to facilitate efficient
commuting for students; (2) maintain and operate a fleet of at least
four single-engine fixed-gear airplanes in accordance with Federal
Aviation Regulations; (3) have sufficient instructor availability to
accept at least five full-time private pilot students, scheduling two
syllabus lessons a day, and be capable of completing 40.0 hours of
flight training for each student within a goal of four weeks and a
maximum of six weeks; and (4) meet the following insurance
requirements. During dual instruction, the CFI conducting the lesson is
pilot in command and assumes all responsibility for the safe conduct of
the flight. However, insurance shall be provided for IFT student pilots
as specified below. Furthermore, if IFT students are to be held
responsible for the flight school's deductible, this deductible will
not exceed $1000. In the event of an accident or incident, the
deductible will be paid by USAFA. In connection with the operation of
aircraft in performance of this agreement, or the flight checking of
IFT students by employees of the contractor or any subcontractor or by
representative of the Government, the contractor or any subcontractor
engaged to provide the flight training shall procure and maintain at
all times during the performance of services under this contract,
Aircraft Public Liability Insurance against death, bodily injury, and
property damage. Such insurance shall be designated to protect the
personnel involved in IFT from claims arising out of acts or omissions
as one of the participants in the IFT program. This insurance shall be
procured and maintained in limits of not less than $200,000 with
respect to any one person injured or killed and, subject to that limit
per person, an aggregate limit of $500,000 with respect to any number
of persons injured or killed as a result of any one accident and
$200,000 per accident with respect to property damage. Each insurance
policy evidencing this required insurance shall bear appropriate
endorsement whereby the insurance carrier waives any right of
subrogation acquired against the United States of America by reason of
any payment under such policy, and such policy shall further provide
that the Contracting Officer will receive 30 days prior notice before
cancellation of such policy or reduction of coverage thereunder can be

80840-2315. The contractor shall, prior to start of flight instruction
under this contract, submit to the Contracting Officer either (i) a
certified copy of the insurance policy actually procured and
maintained, or (ii) an insurance certificate issued by the insurance
company verifying coverage in conformity with this clause. ALERT:
Vendors are STRONGLY encouraged to use the Standard Form 1449 as the
first page of their offer/quote/bid and completely provide the
requested data for all blocks. If you choose NOT to use the Standard
Form 1449, you are cautioned to complete and provide with your written
offer/quote/bid all the data requested by FAR 52.212-1. Failure to do
so may render your offer/quote/bid as non-responsive and may eliminate
you from consideration for award. The clause at 52.212-1 applies to
this solicitation; however, no addenda applies to 52.212-1. The
provision at 52.212-2 Evaluation -- Commercial Items applies to this
acquisition with all offers being evaluated against the following
factors in the descending order of importance: 1) Technical capability,
2) Past performance, and 3) Price. Technical capability of the schools
shall be evaluated to determine if the schools meet the specifications
set forth in this solicitation as to proximity, aircraft fleet size,
training capacity, and ability to train students toward a private pilot
license under FAR Part 61 within prescribed time frame. Technical
capability and past performance will be rated using the following
system: 1) Does not meet the standard (-); (2) meets the standard (0);
and 3) Exceeds the standard (+). Past performance will be evaluated to
determine if the offeror has supplied similar services and related
supplies in similar quantities, with similar terms within the past two
years. Offerors must provide with the proposal at least three (3)
references to illustrate this past performance for the purpose of
evaluation. Price will be evaluated for fairness, reasonableness, and
completeness as it relates to the services and items offered. Award
will be made based on best value to the Government. The offerors who
has the best combination of + and 0 signs on the evaluation scoring and
are considered to be most advantageous including price to the
Government will be considered the apparent awardees. Offerors shall
include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with their
quotes. The clause 52.212-4, Contract Terms and Conditions --
Commercial Items applies to this acquisition. The clause at 52.212-5,
Contract Terms and Conditions Required To Implement Statutes or
Executive Orders -- Commercial Items applies to this acquisition.
Additional FAR clauses cited in the clause applicable to this
acquisition are: (b) 6, 7, 8, 9. FAR 53.232-23 Mandatory Information
for Electronic Funds Transfer Payment also applies. DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Status of Executive
Orders Applicable to Defense Acquisitions of Commercial Items, NOV 1995
applies to this acquisition with the inclusion of the following DFARS:
252.204-7004 (MAR 1998)-Required Central Contractor Registration,
252.225-7001; 252.225-7007; 252.225-7012 (SEP 1997); 252.247-7024.
Explanatory Note: IFT is an interim program and the Air Force maintains
the right to terminate it at any time at a single flight school or at
all participating schools, and may shift students from one school to
another to meet scheduling requirements. USAFA will guarantee
participating flight schools a minimum of at least one single IFT
student. More students may be assigned up to the school's maximum
stated capacity, which will be identified in the offeror's quote.
