synopsis/solicitation for commercial items prepared in accordance with
subparts in the federal acquisition regulation 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are hereby requested
under RFQ DAHA35-99-T-0015 and a written solicitation will not be
issued. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-09.
The Government intends to procure the Ultra Image DRS Digital
Radioscopy System, from SAIC on a brand name or equal basis (SIC 3844).
The DRS is a portable, digital, filmless, radioscopy system for
real-time X-ray imaging of a wide range of NDI applications in the
field. Its quick and easy set-up, operates from rechargeable batteries
or AC power. The instant images can be digitally stored on floppy or
hard disk in TIF format, and are transmittable via modem. The system
has a portable, lightweight, integrated control unit with 9.5 inch flat
panel, high-brightness image display. It is safe for field operation,
producing short nanosecond X-ray bursts (20-25 per second). Image
processing includes zoom, pan and scroll, contrast stretch, cursor
measurement, sharpening, and smoothing. The standard system
configuration consists of: (1)Control Unit-portable pentium 133 MHz
processor or better, integrates 1.4" high brightness, active-matrix
color flat panel display, interface electronics, safety key switch, 2
PCMCIA slots, 1.4 MB floppy disk drive, 2.7 GB hard drive, 16 MB RAM or
better. Must be year 2000 compliant. Sturdy gasket-sealed aluminum case
with shock mounted components. Internal NiMH battery and 115/230 VAC,
45-65 Hz AC standard with auto-sensoring/switching power supply.
Delivery is 90 days ARO. FOB point: Destination to Klamath Falls, OR.
Warranty is standard Commercial. The following FAR Provisions and
Clauses apply to this solicitation and are incorporated by reference:

solicitation and are incorporateed by reference: DFAR 252.212-7001
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial Items
(FEB 1997) the following clause under paragraph (b) of this clause
apply: DFAR 252.225-7001. Award will be made to the eligible,
responsible offeror whose offer conforms to the solicitation, and is
the most advantageous in price to the government. DFAR 252.204-7004
