to issue a Request for Quote (RFQ) for purchase and installation of a
data collection system (DCS) receiving station for direct reception of
data transmitted from data collection platforms (DCP) through the
Japanese Geostationary Satellite (GMS). The receiving station will be
locate in Honolulu, Hawaii at the National Weather Service (NWS)
facility. An existing 139 Mz IF downlink for receiving GMS imagery is
in place and available for extraction of the DCP data, thus eliminating
the need for an antenna. The DCP receiving station must be a turn key
operation with no degradation to the NSW downlink signal or any impact
of that system, provide continuous unattended operations, be reliable,
and maintenance free. DCP data extraction from the GMS data strem
should then reside on an active computer archive where it may be
accessed through the internet for 5 days after acquisition. The system
must be installed with the interface to the existing site internet
connection. The proposed system mustaddress the problem of frequency
drift in the DCP channels. The system must be able to interrogate
assignments from one international channel wiith expansion to others.
All software and hardware must be installed by the vendor. Manuals for
operation and troubleshooting must also be provided. The system must
be installed and operational by February 1, 1999. Further
specifications and delivery dates to be provided with RFQ package. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The Government intends to acquire a commercial item
using FAR PART 12. The SIC Code and Size Standard are 3829 and 500,
respectively. The DPAS Rating for this procurment is DO-C9. The
anticipated release date of RFQ 923-17135-0000-902 is on or about
12-10-98 with an anticipated quote due date of on or about 12-31-98.
All qualified responsible sources may submit a quote which shall be
considered by the agency. Award to be made of the basis of lowest
priced-technically acceptable offer. An ombudsmanhas been appointed --
