the availability of Request For Proposal (RFP) No. DE-RP26-99FT40521
entitled "At-Tank Sample Analysis System." The overall objective of the
project is to develop, test, and implement an at-tank sample analysis
system for characterizing various physical and chemical properties of
tank wastes. This system will be used in conjunction with a Nested
Fixed-Depth Fluidic Sampler, currently under development under another
project, to certify that wastes are homogeneous and within allowable
specifications for treatment; the system shall be delivered to the Tank
Waste Remediation System (TWRS) privatization contractor at the DOE
Hanford site The at-tank analysis system will be used to determine the
status of mixing and/or settling of solids within the staging tank to
ensure that samples taken with the nested fluidic sampler for
analytical laboratory evaluation are representative. The project effort
includes a base phase which entails information gathering leading to an
initial performance specification for all instrument components; it
also includes laboratory testing, conceptual design, and final design.
The second phase of the effort will commence with fabrication,
assembly, and integration of the system. Once the system is fully
operational, laboratory acceptance testing shall be performed at the
contractor facilities. Upon successful completion of the laboratory
acceptance testing, the project may transition into the third phase,
which provides for installation of the analysis system in a cold-test
facility at the Hanford Site. The project culminates in comprehensive
cold acceptance testing and delivery to the site personnel for future
hot deployment. The solicitation should be available by late December,
1998; a 60-day response time is anticipated. The solicitation will be

will not be distributed. Any amendments to the solicitation will also

and/or questions are welcomed and encouraged. Funds are not currently
available for this solicitation; the Government's obligation under any
contract awarded is contingent upon the availability of appropriated
FY1999 funds. For purposes of this solicitation, a small business is
defined as having 500 or less employees. The Standard Industrial
