ENGINE AND POWERTRAIN TESTING AND OPTIMIZATION The purpose of this
contract is to provide the Environmental Protection Agency (EPA) with
operation of government provided test cells to perform flexible engine,
powertrain testing and optimization related to small displacement
engines with efforts focused on testing for emissions and improved
efficiency (lower carbon dioxide emissions). Work will include testing
of engines, powertrains, subsystems, control systems, and fuel
systems. It may be necessary to convert testing equipment to
alternate-fuel emission operation if not capable. Alternate fuels to be
addressed will include alcohol fuels and may also include natural gas,
DME, petroleum gas, and reformulated gasoline. However, a large part
of the work may include work with petroleum based fuels. It is expected
that the majority of testing will be performed on engines. The
contractor shall have available skilled experiences personnel including
backup personnel and tools to operate the test cells in response to
written work assignments involving one or more of the task areas
specified below. The contractor shall have experience and capability in
calibrating and testing of automotive components, including components
used in engines, powertrains, subsystems, control systems, and fuel
systems. In almost all cases, individual work assignments will involve
a combination of activities. EPA will provide the test cells at their
EPA National Vehicle and Fuels Emission Laboratory (NVFEL) in Ann
Arbor, Michigan. The Government anticipates the award of a
cost-plus-fixed-fee work assignment type contract with a twelve-month
base term and (3) twelve month options. The base level of effort will
consist of 11,000 direct labor hours. In addition, options will be
included to increase the level of effort by up to 44,000 direct labor
hours during each period. The solicitation will be subject to full and
open competition. NOTE: THIS REQUEST IS NOT A REQUEST FOR PROPOSAL AND
NO PROPOSAL SHOULD BE PREPARED AS A DIRECT RESULT OFTHIS SYNOPSIS.
