THIS IS A REITERIATION OF PREVIOUSLY RELEASED SYNOPSIS FOR DCA200-98-R-0036 FIRST RELEASED ON 5 OCTOBER 1998. The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) will issue a Request for Proposal (RFP) for the Defense Information Systems Network (DISN) Network Management Support Services -- Global / Associate Support Contract (DNMSS -- G / ASC) on or about 30 November 1998. The RFP will be posted on the World Wide Web at http://www.ditco.disa.mil under DITCO News on the DITCO Home Page. The RFP defines the requirements, services, and functions necessary to provide voice and data network management engineering, installation, operations and maintenance services on a global basis. Services to be contracted for include, but are not limited to: engineering, software and hardware development, installation, implementation, operations and maintenance to assist the Department of Defense and its Services and Agencies in the management and operationsof its global, regional and post/camp/station network management centers. In addition, other Federal Government Departments may acquire Network Management Support Services under this contract through DISA. This DNMSS -- G / ASC RFP is one of two related RFP's. The DNMSS -- G / ASC RFP will primarily support program management for the Defense Switched Network (DSN), the Defense Red Switch Network (DRSN) and the Integrated Network Management System (INMS) and is referred to as the Associate Support Contract (ASC). It is being procured as a 100% set-aside for small business. The related RFP is referred to as the Defense Information Systems Network (DISN) Network Management Support Services / Network Engineering Contract (DNMSS -- G / NEC) and is being procured as a full and open competition. It will primarily support the global network management and operations of the Integrated Network Management System (INMS), Defense Switched Network (DSN), the Defense Red Switch Network (DRSN), the Advanced DSN Integrated Management Support System (ADIMSS), and the Advanced DRSN Integrated Management Support System (ARDIMSS). The following paragraphs outline these programs and their requirements. The current JDIICS implementation within the DISA Global and Regional Operations and Security Centers (GOSC/ROSCs) is a set of integrated and federated tools. The central system of JDIICS is the Integrated Network Management System (INMS), which utilizes OSI's NetExpert as the core application. The INMS interfaces with the DISN elements and element managers (which perform autonomous fault, configuration, accounting, performance, security (FCAPS) management), and will soon interface with DIO tools, DII mission applications management tools and the DMC management tools. The INMS provides the ability to monitor and actively manage the diverse networks that comprise the DISN from one multifunction workstation. The INMS does not replace the existing element management systems (EMS), it augments them by correlating events and providing integrated management a view of the entire enterprise. It does this by taking input from elements and/or element managers, filters that input, and presents a composite picture with drill down capability to the operator. The DSN is the DOD's global common user switched voice network. It provides an inter-base telecommunications system of end-to-end common-user voice, video, and data service for the DOD Global Command and Control (C2) Network. It provides assured service, it is survivable and responsive, contains Multi-Level Precedence Preemption. It is a private line network and interfaces with NATO and tactical networks. The DRSN provides NCA, NMCC, CINC Command Centers, Warfighters, and other critical DOD and federal activities with rapid, reliable, secure, interoperable command and control and crisis management capabilities. It also provides flexible conferencing, interfaces for dissimilar crypto systems, high quality, and, multi-level secure voice (TS & TS-SCI). The ADIMSS/ARDIMSS is the network management system for the DSN and DRSN respectively. It provides fault, configuration, accounting, performance, and security management of the DSN. It provides fault and security management of the DRSN. It is a COTS-based Application. The program management support for DSN, DRSN, ADIMSS, ARDIMSS and INMS will be provided primarily in the Washington, D.C. area. Program management support services may consist of, but are not limited to: (a) preparation of technical documentation; (b) data base management; (c) program and improvement plans and analysis; (d) metropolitan area network and similar type networks voice engineering support and design; (e) DSN and DRSN system design and installation support ; (f) topology studies; (h) analysis of developing concepts; (i) analysis of alternative hardware and software allocations to systems requirements; (j) development of new concepts to satisfy operational needs; (k) validation of site preparation plans; (l) analysis and performance of risk analyses; and (m) application of ADIMSS, ARDIMSS and INMS to DOD requirements.
