Archer, Contracting Officer, (703) 326-8506 The objective of this effort is to prepare and transport twent-five (25) SS-N-8 SLBMS to Revda Base. De-fuel and initially neutralize a total of 31 SLBMS at Revda Base. Transport the fuel and oxidizer from a total of 53 SLBMs to reutilization/conversion facilities. Overhaul and re-certify the 100-ton KC-8362D crane used for missile transloading at Revda Base. Transport the 62 eliminated SLBMs from Revda Base, Russia to Sergiev Posad, Russia. Design and produce two (2) new special technical missile transport rigs for use at Sergiev Posad in SLBM final neutralization and destruction operations. Perform final neutralization and destruction operations. Perform final neutralization and destruction of the 62 missiles. The Defense Threat Reduction Agency (DTRA) plans to issue a sole source contract to the Scientific-Test Institute of Chemical and Construction Machinery (STICCM). DTRA believes that STICCM is the only source able to perform this effort. Any other firm desiring consideration must fully identify its capability to perform the requirement.
