The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division intends to procure Contractor Advisory and Assistance Services to provide domestic and Foreign Military Sales (FMS) engineering management and financial services to the Maritime Surveillance Aircraft (MSA) program office, PMA-290. Specifically, the contractor shall review and evaluate planning documents, prepare and maintain master program, milestone, and status summary charts, provide analytic services related to programmatic and funding analyses of existing United States Navy and FMS programs and planned and proposed programs. Included are the P-3 Anti-Surface Warfare Improvement Program (AIP), Sustained readiness Program (SRP), and Block Modification Improvement Program (BMUP), the S-3 Critical Avionics and Critical Structures programs, and various FMS programs. Solicitation N00421-99-R-1102 will result in a Time and Material (T&M), Indefinite Delivery/Indefinite Quantity (IDIQ) ordering contract for one base year and fouroption years with an estimated minimum ordering requirement for 66,560 labor hours per year and an estimated maximum ordering requirement for 266,240 labor hours per year. This requirement is restricted to a 100% small business set-aside, under Standard Industrial Classification Code 8711, for firms whose average annual receipts for the preceding three fiscal years do not exceed $20 million per year. Due to the nature of the requirement, the contractor must maintain facilities located within fifteen (15) miles of the main gate of Naval Air Station, Patuxent River, MD.
