Marine Corps Systems Command (MARCORSYSCOM) intends to pursue through
full and open competition a single award contract that will require a
minimum of 25% subcontracting for small; small disadvantaged; and
women-owned small business to provided engineering, acquisition, and
technical assistance to the Director, Combat Support and Logistics
Equipment (CSLE). Period of performance is for one (1) base plus four
(4) option years beginning 3Q/99, with an estimated level effort of 45+
man-years. Task orders will be issued on an IDIQ FFP and T&M basis,
supporting both sustaining and discrete Directorate requirements. The
contractor is required to provide comprehensive engineering,
analytical, acquisition, and management assistance in the areas of
Nuclear, Biological, and Chemical (NBC) programs; equipment and
clothing for individual Marines; engineering equipment; motor transport
equipment; and training systems. Each of the support areas will require
expertise with all facets of formal program acquisition; applied
analysis to support decision-making; earned value and metrics
implementation; OSD-level and Joint programs management; engineering
and design support; acquisition logistics, and software applications
development. Additional support will focus on business analysis, risk
modeling, cost/performance assessments, and procurement support. Areas
of critical interest are: Biomedical engineering and field medical
systems; human factors analysis and modeling; applied simulations for
training systems; NBC systems, with emphasis on chemical and biological
agents; commercial items adaptability; engineering improvements for
motor transport systems; and computer-based training and simulators.
Government site workspaces will not be available and all work will be
accomplished at the contractor site. Draft solicitation documents will
be posted to the Command Internet site on December 7, 1998. A
pre-solicitation conference will be held on December 15, 1998 from 9:00
12:00 at the Research Center Auditorium, 2040 Broadway, MCB Quantico,
VA 22134. Draft documents will be provided for industry review and will
also be posted to our Internet site. Registration information must be
accomplished via FAX prior to December 10, 1998. Seating is limited and
attendance is restricted to two (2) participants per firm. Please send

name of attendees, and both FAX/phone numbers. Upon receipt,
confirmation will be provided via phone. A reading room containing
current program documents and contract documentation will be opened
following the conference and will remain open through RFP release.
Information regarding appointments and access will be discussed at the
conference. The formal solicitation will be released electronically
within three (3) weeks of the conclusion of the pre-solicitation
