INFRASTRUCTURE, AND RELATED SERVICES SOL F0863799R6004 DUE 030299 POC
Dale Peaden, Contract Specialist, 850-283-8636 Award of a firm fixed
price indefinite delivery, indefinite quantity (IDIQ) contract is
anticipated to provide HQ Air Force Civil Engineer Support Agency
(AFCESA), other field operating agencies, major commands, Air Force
installations, and other Government agencies with non-personal
engineering and technical support which includes technical tasks in any
engineering, facility, infrastructure or related technical areas by
performing studies and analyses, drafting and publishing technical
reports and guidebooks, developing support programs to include training
and operational procedures, and providing technical support to the
field. In general, task orders (TOs) include state-of-the-art and
established technical and engineering requirements and necessary
scientific support services. Primary services and tasks include, but
are not limited to, the following: conceptual studies and analyses;
engineering related analyses, studies and surveys; infrastructure
evaluations; life-cycle cost analyses; cost estimates; parametric
models; economic analyses; instructions, manuals, handbooks, and
design/maintenance/operational criteria; performance specifications;
planning documents; review and development of engineering policy,
guidance, regulations, and/or laws; statements of work (specific and
model); statistical analyses; course development; training programs;
equipment assessment and evaluation; technology assessment; information
collection, analysis and dissemination; value engineering tasks,
automation; and business practices. Work includes, all areas of
engineering regarding facilities and infrastructure, except Title I and
II architect-engineer services (design and construction oversight).
Contract award will be for a basic year with four one-year options. The
maximum cumulative amount of the contract is $4.975 million with an
anticipated minimum guarantee of $10,000.00. Offerors will be required
to submit their proposals in two separate Volumes Volume I --
Technical and Management Proposal, and Volume II — Cost/Price
Proposal. The award made resulting from this solicitation will be made
to the eligible, responsible offeror whose offer, conforming to the
solicitation, is determined most advantageous to the Government,
demonstrated competence, qualifications, cost/price and other factors
considered. This acquisition is restricted to 8(a) firms within the
Southeast Region of the United States. Firms having the capabilities to
