special notice posted November 9, 1998, subject -- Armed Forces
Recreation Center Consolidation, Germany (text follows). An industry
forum is being planned for the week of December 7, 1998 in Garmisch,
Germany, date to be determined. The purpose of the forum will be to
brief prospective offerors on the project. If interested in attending

information. -- The US Army Community and Family Support Center (CFSC)
is seeking interested sources from industry regarding a requirement
for an Armed Forces Recreation Center (AFRC) Hotel in Garmisch,
Germany. It is CFSCs intent to replace existing facilities at Garmisch
and Chiemsee with a new consolidated facility. The following is
provided only to give an approximation of the size and general
description of the requirements. More precise data will be included in
any subsequent request for proposals. Current AFRC accommodations in
Garmisch consist of 179 rooms contained in three lodging facilities.
Additionally, two hotels are located at Lake Chiemsee, approximately
140 kms (87 miles) from Garmisch, containing 156 guestrooms. The new
hotel would replace all currently operating AFRC lodging facilities in
Garmisch and Chiemsee. Preliminary market analysis has indicated the
demand for a three to four hundred room facility. The facility would be
located on 27.7 acres of land currently referred to as the Sheridan
Barracks, on the western edge of the City of Garmisch. CFSC is seeking
private capital to fund this project and therefore, desires an
obligation on the part of the offeror to finance all facility
requirements in return for opportunities created by closing of the
other properties and the operation of the new facility. This is not a
request for proposal; in order to minimize costs to potentially
interested parties this notice is being issued to determine interest
and feasibility of proceeding with a formal request for proposal.
Interested parties should provide a statementof interest on company
letterhead. Please address the following: (1) ability to secure
financing and develop facilities based on the opportunities presented
above, (2) ability to provide financing and have the facility operated
and maintained by CFSC, (3) capability and experience in executing
similar requirements, (4) understanding of all applicable laws,
permitting, and zoning requirements, and (5) name, address, telephone
