Y -- CONSTRUCTION MANAGEMENT SERVICES AND NEW CONSTRUCTION SOL GS-04P-99-EXC-0011 DUE 122898 POC Arlene Lawrence 404-331-5427 CBD Announcement Construction Manager As Constructor (CMc) Services Contract for the proposed US Courthouse in Greeneville, Tennessee. The CMc for this contract will be competitively chosen using Advisory multi-step process (FAR 15.202) and Source Selection where all technical factors, when combined, are significantly more important than cost or price. In this Stage I, the General Services Administration (GSA) is inviting potential offerors to submit qualification information that will allow GSA to advise each respondent in writing whether they are or are not a viable competitor. For this stage, GSA will evaluate all responses using the criteria stated herein. Firms that do not submit written responses to this notice for Stage I will not be eligible to compete in subsequent stages of this procurement. Scope of Services: The scope of CMc services under this proposed contract includes Preconstruction Phase Services and Construction Phase Services. The services requested of the CMc shall cover a wide range of design and construction activities, which are often performed by both Construction Managers (CMs) and General Contractors (GCs). The CMc must maintain a team with the expertise and capability to manage and coordinate the timely and orderly development and construction of the proposed project. The CMc shall be required to assign, as needed, a team consisting of architectural, civil, structural, mechanical and electrical reviewers; cost estimators; CPM analysts; field engineers; field support staff; construction supervisors; construction superintendents; testing engineers/technicians; and other disciplines. Preconstruction Phase Services shall include, but are not limited to review and evaluation of the construction document submissions for constructibility, value engineering suggestions, and identification of any problems or errors in the design and design documentation; consultation during construction document production; preliminary project schedule development; cost estimates; and development of subcontractor and supplier interest. Construction Phase Services shall include, but are not limited to, construction of the building, administration of the construction contract and all subcontracts, coordination of regular construction meetings, CPM scheduling, maintaining of construction records including daily logs and monthly reports, monitoring of construction costs, "commissioning" and turnover to designated facility management staff, and other required supplemental services if so requested by the Government The CMc shall provide GSA with sound management advice regarding the approach to the project, how to achieve the best value in the work being accomplished, necessary actions, schedule control, alternative ideas, problem/claim prevention, and budgeting. The CMc shall have a full understanding of the project, its contract documents, and the principles of Federal construction contracting and contract administration. Most importantly, the CMc shall have complete responsibility for construction of the facility. Project Summary: The proposed US Courthouse will be constructed on a site located in downtown Greeneville, Tennessee. The project consists of a new United States Courthouse not to exceed 155,100 gross square feet (14 109 square meters) while containing approximately 107,300 occupiable square feet (9 968 square meters). The project will include interior secure parking spaces. The facility will be occupied by the US District Court, the US Magistrate Court, the US Bankruptcy Court, the US Probation Office, Pretrial Services, the US Marshals Service, the US District Attorney, and the FBI. The estimated range for construction cost is $20,000,000-$25,000,000. Occupancy is anticipated for 2nd quarter FY 2001. The proposed US Courthouse shall consist of the following: (2) District, (1) Magistrate, and (1) Bankruptcy Court courtrooms, ancillary facilities and judge's suites; US Marshals Service office space, sallyport and detention cells; hearing rooms; conference/training rooms; and other general office areas. Proposal Submission Process: Proposals will be evaluated using a two-stage process. Under Stage I, offerors must submit information regarding qualifications, past experience, past performance, personnel, and resources. The Government will evaluate Stage I submissions to identify and advise the offerors about their potential to be viable competitors. The Government shall evaluate all responses in accordance with the criteria stated in this notice, and shall advise each respondent in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor. The Government shall advise respondents considered not to be viable competitors of the general basis for that opinion. The Government shall inform all respondents that, notwithstanding the advice provided by the Government in response to their submissions, they may participate in the resultant acquisition. Under Stage II, as defined in the Request for Proposals (RFP), both a supplemental technical proposal and cost or price proposal will be required to be submitted. Competitors invited to the Stage II submission will be sent the RFP, including construction documents. Offerors identified as non-viable competitors may receive an RFP upon request and submit proposals in Stage II if so desired. Under Stage II, offerors must submit additional technical information regarding qualifications, project management plans, personnel, resources, and value engineering suggestions. The Government will evaluate Stage II submissions to establish a "competitive range" (those considered to have a reasonable chance of being selected for award). For those within the competitive range, the Government may enter into discussions before soliciting "Best and Final Offers", however, the Government reserves the right to award the contract without discussions. Source Selection Evaluation Criteria: The following criteria represent the factors which will be used by GSA's Source Selection Evaluation Board in evaluating offerors potential as viable competitors. These factors, with appropriate sub-categories, plus two (2) additional factors, as stated below, will be used by the Source Selection Evaluation Board for the second stage of the source selection process. Price will also be evaluated in the second stage. One firm will be selected from the CMc firms in the competitive range at the end of Stage II. The following evaluation criteria is listed in descending order of importance for the Stage I. (1) Past Performance in Providing General Construction Services and Preconstruction Services on Similar Projects; (2) Qualifications and Experience of Key Personnel; (3) Experience in Providing General Construction Services and Preconstruction Services on Similar Projects; (4) CMc's Resources, Facilities, and Technology; The additional factors to be evaluated only during Stage II are (5) Project Management Plan (6) Value Engineering Suggestions. Contract Award: The Government anticipates awarding a contract to the selected firm to provide Preconstruction Phase and Construction Phase services. SB -- SDB Participation: Although this procurement is open to large business, small and minority-owned firms are strongly encouraged to participate. The Government recognizes the talent existing in smaller firms and encourages their participation in the construction of Federal facilities. All Stage II respondents shall provide a brief written narrative of their outreach efforts to utilize small disadvantaged and small women-owned businesses on this project. An acceptable Subcontracting Plan shall be agreed upon prior to contract award to any large business. Large businesses shall be required to demonstrate a proactive effort to achieve the following minimum goals for all subcontracted work: Small Businesses (23%), Small Disadvantaged Businesses (5%), and Small Women-Owned Businesses (5%). Written Submissions Requirements: Written submissions should include: 1. Past Performance in Providing General Construction Services and Preconstruction Services on Similar Projects a. Describe your past performance on at least three (3) projects with construction of a project using CM as Constructor or CM at Risk delivery, or in which you acted as a traditional General Contractor. Describe your performance constructing courthouses or other similar complex construction projects with construction cost greater than $15,000,000. Demonstrate how projects you deem similar are comparable in scope and complexity to this project, with fixed schedules and within a guaranteed maximum price, when providing general construction services. Provide information as to compliance with the contract schedule, budget and quality requirements; the number and severity of problems; effectiveness of corrective actions taken; and overall work record. Provide contact names, addresses and telephone number of all clients for which you have completed construction of projects of similar size or scope within the last five (5) years. b. Provide at least three projects in excess of $15,000,000, in construction cost, in which the firm provided pre-construction phase services similar to those that will be required under this project. Describe in detail your record of performance in delivering the completed projects within a fixed schedule and within the prescribed budget. Relate those in type and scope to this project. Demonstrate your ability to maintain quality and aggressive project schedules while controlling costs when providing preconstruction services. Provide contact names, addresses and telephone number of all clients for which you have performed preconstruction phase services for projects of similar size or scope within the last five (5) years. c. Describe your firm's use of Alternative Dispute Resolution (ADR) or arbitration to avoid litigation, i.e. how often ADR was used and how often was there a settlement. Provide a complete list of any construction claims in which you and project owners/developers have been party to in the last 10 years and a synopsis of the outcome. Indicate if any of the claims were resolved using ADR or arbitration. 2. Qualifications and Experience of Key Personnel Include resumes of key personnel for both Preconstruction and Construction Services including reviewers, estimators, project manager, project coordinator, Quality Control superintendent, on-site superintendents for general contractor, project scheduler, and any other necessary administrative and technical personnel to accomplish the work. a. Summarize the qualifications, professional designation, experience, education, background information, specific assignments, and other significant information for key members of the CMc team. b. Provide a preliminary staffing plan that identifies the proposed duties of the key personnel. Identify the anticipated duties of the person as full-time or part-time, identify the person as an employee of the CMc firm, a sub-contractor, or an employee of a consulting firm, and indicate the specific geographic location in which each key team member is now based. Provide at least two references (names, addresses, telephone numbers) for the top three (3) key persons at each service phase. c. Describe your experience with construction projects within the same geographic area as Greeneville, Tennessee. Describe your knowledge of and experience with local markets, subcontractors, the general labor market, and local government. 3. Experience in Providing General Construction Services and Preconstruction Services on Similar Projects a. Describe your past experience on at least three (3) projects with construction of a project using CM as Constructor or CM at Risk delivery, or in which you acted as a traditional General Contractor. Describe your experience constructing courthouses or other similar complex construction projects with construction cost greater than $15,000,000. b. Provide at least three projects in excess of $15,000,000, in construction cost, in which the firm provided pre-construction phase services similar to those that will be required under this project. Relatethose in type and scope to this project. Demonstrate your experience in providing the value engineering, design oversight and independent cost estimating required to maintain a guaranteed maximum price. c. Describe your experience working in a non-adversarial relationship with a building owner or developer as a full partner in the development team. 4. CMc's Resources, Facilities and Technology a. Describe the resources and facilities available to the CMc. Describe in-house computer office automation capabilities, including ability to review drawings in an AutoCad Release 12 -14 format acceptable to the Government. b. Describe the ability to interface with the Government's Microsoft Excel 97 and Word for Windows 97 software, and the ability to send, receive and share data electronically via desktop conferencing and "white board" technologies. Describe your experience with, and commitment to, use of MIS systems, such as Prologue Manager, on-line with the Government construction office, the Regional GSA staff and the A-E. Minimum Submission Requirements. STAGE I: Proposals which do not meet all of the minimum requirements will be notified as part of their evaluation and must be corrected to be deemed acceptable for the Stage II evaluation. The minimum requirements are as follows: 1. The offeror must be licensed as a Construction Contractor in the State of Tennessee. 2. The offeror must provide a statement from their bonding corporate surety that appears on the list contained in the Department of Treasury Circular 570 "companies holding certificates of authority as acceptable sureties on federal bonds and acceptable reinsuring companies", as certifying their bonding capacity for a project with an estimated range for construction cost of $20,000,000-$25,000,000. Other bonding options are available in accordance with FAR 28.204 and may be provided as an alternative to evidence of corporate bonding capacity. STAGE II: Minimum requirements of Stage I shall be evaluated on a "go/no-go" basis for Stage II. Proposals whichdo not meet all of the minimum requirements will not receive any further consideration, and will not be technically scored. After the "go/no-go" determination regarding minimum requirements has been performed, the Stage II proposals will be evaluated and ranked technically before the cost or price proposals are evaluated. How to Offer: Potential offerors having the capabilities to perform the services described herein are invited to respond by submitting the required information for the Stage I submittal. Offerors will be required to submit three (3) copies of a Stage I proposal. The proposals should be submitted in an 8-1/2" X 11" bound format, and should be organized to correspond with the evaluation factors listed above. The forms SF 254 and SF 255 may be utilized but are not required. All submittals must be current ( reflecting a date not more than one year prior to the month of this notice). The total Stage I submission should not exceed 100 pages or 50 double face sheets. Additional information will berequired of firms that are submitting for the Stage II evaluation. Stage I submittals are to be received no later than 3:00 PM E.S.T on December 28, 1998. Only technical submittals should be submitted.
