negotiate a two year contract (base year FY 1999 with option year FY
2000) with Lockheed Martin Aeronautical Systems (LMAS), a Division of
Lockheed Martin Corporation, in Marietta, Georgia for the following:
P-3C Communications Improvement Program (CIP) aircraft modification
kits and installations, ARC-187 kits and installations, ARC-182 kits
and installations, one maintenance kit and installation, and related
Integrated Logistics Support (ILS) and Engineering services. The base
year contract will consist of 46 CIP kits, 14 ARC-187 kits, 17 ARC-187
kits, one maintenance trainer kit, ILS and Engineering services. The
option year will consist of one maintenance trainer installation, and
options for 19 CIP kits, 4 ARC-187 kits, 4 ARC-182 kits, 33 CIP
installations, 14 ARC-187 installations, 17 ARC-182 installations, ILS
and Engineering services. As the designer and developer of the
previous CIP phases of this program and the manufacturer of the initial
lot of CIP kits and installations, LMAS is the only known source that
possesses the necessary technical expertise, engineering drawings and
data to produce CIP kits to support FY-99/00 kit production in the
timeframe needed by the Government. The Government intends to procure
the CIP kit and/or installation effort for FY00 and beyond under the
