Sources Sought Synopsis: The Air Force, Space and Missile Systems Center, Test and Evaluation Directorate (SMC/TE) is seeking sources for the award of a commercial multiyear contract for Flight Termination Systems to be used on Rocket Systems Launch Program (RSLP) Minuteman II (MMII) derived launch vehicles. The Government reserves the right to set aside this acquisition for the 8(a) program or other small business concerns depending upon the responses from this synopsis. The Standard Industrial Code (SIC) is 3761 and the small business threshold for this SIC code is 1,000 employees or fewer. Foreign owned firms are advised that there will be no restrictions to being the possible prime contractor. The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12 and the FAR subpart 13.5 test program and the source selection will be conducted in accordance with DRAFT AFFARS 5315.3 Source Selection (13 November 98). The anticipated total value of this acquisition is under $5 million. 17a. The Air Force has identified a need to procure Flight Termination Systems to be used on RSLP MMII derived launch vehicles. The purpose of this procurement is to design a system with current, commercially available components as a replacement for the existing MMII All Ordnance Destruct System (AODS) and Combat Training Launch Instrumentation (CTLI) used with RSLP Minuteman II derived launch vehicles. The system will be used to support launches from all national ranges. This procurement will encompass design, qualification, and production. The contractor will be required to provide ordnance devices, instrumentation cables and the Command Destruct Safe and Arm Device. The kits will be required to be fully range safety compliant and qualified to Air Force specified environments. The goal of this procurement is to obtain a modular system that can be used on a variety of launch vehicle configurations, minimizes interfaces with the guidance section, and is range safety compliant. The required delivery date is May 2001. 17b. Interested parties are required to submit a letter of interest and a statement of capabilities (SOC). The letter of interest shall include company size status under the Standard Industrial Classification Code (SIC) and should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college, a minority institution or a woman owned business. The SOC is limited to fifteen(15) pages and shall contain pertinent and specific information addressing the following: Experience: an outline of previous government and commercial projects and specific work previously performed or being performed comparable to this effort. Personnel: name, professional qualifications and specific experience of scientific, engineering, and program management personnel who may be assigned to this project. Facilities: availability and description of special facilities required to perform the contract. Manufacturing capacity and total estimated utilization of manufacturing and test facilities required to perform these contractual requirements. 17c. The Air Force also requests information for a commerciality determination. This Information includes but is not limited to: the commercial pedigree of flight termination systems and/or components for similar launch vehicles, customary industry practices for customizing or tailoring flight termination systems to launch vehicles and the customary industry terms and conditions for the commercial buyer and seller. This information is not part of the SOC and has no page limit. 17d. Interested companies shall provide the Contracting Office, no later than 15 days after this notice, 16 December 98, with a letter of interest and SOC. If an inadequate response is received from 8(a) or small companies, the solicitation will be issued without further notice as a full and open competition. Therefore, replies to this notice are requested from all qualified businesses. All letters of interest and SOC packages must bereceived by the office below by COB, 4:00pm MST 16 December 1998.
