INTEREST FOR AUTOMATED PASSENGER COUNTING SYSTEM The Bi-State
Development Agency (BSDA) is interested in obtaining an Automated
Passenger Counting System to be installed on 11 buses and 1 light rail
vehicle (LRV) (two-rail car configuration The APC system shall be able
to count all passengers who are entering and/or exiting a vehicle by
any door on a concurrent basis, that is, those passengers who are
entering at the same time passengers are exiting. The APC shall be able
to count individual passengers no matter how close they may be to each
other as they are entering and/or exiting the vehicle. The system
shall take into account coats, hats, backpacks, briefcases and other
aspects of a passengers appearance or configuration as it may affect
the accuracy of the count. The BSDA has sufficient funds to procure of
the Automated Passenger Counting System which includes acceptable
warranty provisions, designing, manufacturing, delivery, installation,
testing, training, documentation andtechnical support. It is BSDA's
intent to secure additional funding for a second year option to include
up to 20 LRVs and 9 buses. This budget includes FTA funding and
therefore Buy America, Disadvantaged Business Enterprise (DBE), and
other applicable FTA provisions apply. IDOT provisions may also apply.
Qualified firms experienced in automated passenger counting systems
for the U.S. market, capable of meeting all of the above requirements,
and interested in fulfilling this order are requested to provide
written confirmation of experience, capability, and interest by 5:00 PM
St. Louis Time, December 22, 1998. Please advise if your vendor meets
the Buy America requirements. In addition, please provide production
description and any technical information that is available. The agency
intends to evaluate the responses to this solicitation in order to
structure the final automated passenger counting system procurement
