timekeeping@dasnhroc.navy.mil 16. The Fleet and Industrial Supply
Center Norfolk, Detachment Washington (FISCNORDETWASH), Washington,
D.C., is seeking product information from potential sources of a
commercial, off the shelf, time and attendance automated system for a
possible procurement to replace all current Navy time and attendance
systems. The system will be deployed worldwide to 4500 sites; up to
4000 employees per site. It must support a full spectrum of work
schedules, labor distribution, multiple pay rates, and "chargeback"
(reimbursable services). The the system must be able to support a
multi-media (i.e., badge scanning and time clocks) collection of data.
In addition, the system must embrace current technologies (i.e.,
internet and remote log-in capability; Unix and NT Operating Systems ).
The system must be acceptable to labor/employee unions.
Installation/training support is desirable. "Trouble desk" support is
mandatory. The system must be Y2K compliant. The system must operate on
a wide variety of standard PCs and Networks. It is mandatory for the
system to interface with the following systems: Defense Civilian
Personnel Data System; Defense Civilian Payroll System; and STARS
accounting system. The system must meet the following legal
requirements: "A Guide to Federal Requirements of Financial Management
Systems" by DFAS HQ; the DOD Financial Management Regulation Vol. 8
Chap. 02; and the "GAO Policy and Procedures Manual for Guidance of
Federal Agencies, Title 6-Pay, Leave and Allowances". This request is
for information only. No solicitation exists at this time. All
information is to be furnished at no cost or obligation to the
government. Along with the above requested product information, please

past experience and references, and a business prospectus. References
for other federal contracts are especially desirable. Any
