ELIGIBILITY, Program Solicitation, Support of Advanced Fossil Resource
Utilization Research by Historically Black Colleges and Universities
(HBCU's) and Other Minority Institutions (OMIs). The U.S. Department of
Energy, Federal Energy Technology Center, announces that pursuant to 10
CFR 600.6(b)it intends to conduct a competitive solicitation and to
award financial assistance grants on a restricted eligibility basis to
a limited number of HBCU/OMI's who propose to conduct innovative
research and development of advance concepts pertinent to fossil
resource conversion and utilization. Eligibility for participation in
this Program Solicitation is restricted to Historically Black Colleges
and Universities (HBCUs) and Other Minority Institutions (OMI)
recognized by the Office for Civil Rights (OCR), U.S. Department of
Education, and identified on the OCR's United States Department of
Education U.S. Accredited Postsecondary Minority Institutions list in
effect on the closing date of the program solicitation. Applications
submitted by any institution not on OCR's aforementioned list are
ineligible for technical evaluation and award. For information
regarding the qualification criteria and process of becoming recognized
by the Education Department's Office for Civil Rights as a "Minority
Institution", institutions should contact the Education Department

Telephone (202) 205-9567. Note: The Education Department should only be
contacted on matters related to Institutional status; questions
regarding the Program Solicitation should be directed to Mr. Columbia

columbia@fetc.doe.gov. Approximately $850,000 is available for this
solicitation. The total should provide support for approximately 4 to
8 R&D application selections (Topics 1-6) and 2 to 12 faculty/student
exploratory research training application selections (Topic 7). The
seven (7) technical topics addressed by the solicitation are: (1)
Advanced Environmental Control Technologies for Coal, (2) Advanced Coal
Utilization, (3) Coal Liquefaction Technology, (4) Heavy Oil Upgrading
and Processing, (5) Advanced Recovery, Completion/Stimulation, and
Geoscience Technologies for Oil, (6) Natural Gas Supply, Storage, and
Processing, and (7) Faculty/Student Exploratory Research Training
Grants. Since the program is intended to stimulate cooperation between
academia and industry, collaboration with private industry is
encouraged for all technical topics except Topic No. 7, Faculty/Student
Exploratory Research Training Grants. Collaboration may consist of:
(1)cash cost sharing by the private industrial entity; or (2) no-cost
collaboration wherein the private sector entity agrees to consult with
the HBCU/OMI to share non-proprietary information which will assist in
improving the experimental plan and/or assist in analyzing data
obtained by the principal researcher, orto provide free use of
industrial experimental facilities/equipment not available at the
university; or (3) subcontracting by the HBCU/OMI to a private sector
entity. Collaboration which encourages a cooperative/interactive effort
between the HBCU/OMI and private industry is preferred. Program
Solicitation DE-PS26-99FT40192 is expected to be released on or about
November 30, 1998. The solicitation (created in Word Perfect 6.1 for
Windows) will be issued on DOE's FETC WORLD Wide Web Server Internet
System (http:www.fetc.doe.gov/business/solicit). If applicants do not
have internet capability, a 3.5" double sided/high density computer
diskette copy of the solicitation will be available, upon receipt of a
written request addressed to the attention of John R. Columbia and
